Under the development of the Web-based education, the amount of Web Course grows suddenly. But because of lacking accessibility of the web course, many people, such as the physically disabled and the old were excluded from the web-based education. They came across many kinds of difficulties in the web course just because the designer neglected their existence. Another reason of the accessibility problem is few people concern of the network course accessibility evaluation, and the evaluation criteria of web course accessibility has not founded yet.Now, it is the era of information accessibility, people are paying more and more attention to Information acquisition. In the area of education, people have concerned of the importance of web course evaluation, but they have not paid enough attention to the evaluation of accessibility, and there is little accessibility content in the present criteria of network course. So it is necessary to do some research of the evaluation of web course accessibility, and to build a set of rational web course accessibility evaluation criteria is very important.In this paper, using the methods of theory and document retrieval to analysis the subject in the earlier stage, we collected many periodicals, books and document about the subject. Based on the previous researching experience, and the practice of web course, the key problem was found. Then the author utilized related appraisal target system establishment process and method to establish an appraisal target system constituted by 5 primary targets, 26 second targets, and used scientific method to compute weight and grades the standard. In the last, the author tested the appraisal target system.There are seven parts in this paper: In the first chapter, it elaborates this paper's research background, significance technique, paper's anticipated result and so on. In the second chapter, it mainly tells the concept related to web course and accessibility evaluation. In the third chapter, the author first analyses the domestic and foreign present situation of Information Accessibility, and then elaborates some evaluation-criteria systems of web course and information accessibility, which is the source material of the paper. In the fourth chapter, by using the certain research technique, it designs original 5 primary evaluation criteria and 26 second criteria and explains each criteria. In the fifth chapter, it obtains the computational method of the weight and the final output. In the sixth chapter, the author asks some accessibility workers and disabled students to test the given appraisal target. In the seventh chapter, it summarizes the research characteristics, the innovation, the fault and the forecast.It is information society now, obtaining information especially the educational information is the premise of people's study. All people can access and share the web course is the basis of educational equity, what's more, it is the important guarantee of harmony information society. In this paper, the author puts out a set of web course accessibility evaluation-criteria system and its method, and hopes to get more people's attention and provides some reference for further research.
