Teachers have an important influence on the improvement of students’ learning, educational quality, and the progress of the countries and peoples, so the teacher evaluation plays an important role in the whole educational evaluation. The United States has experienced many times of education reform since the ancient times. Since the Obama administration promulgated the “Race to the Top”. The new education reform kicked off again. Teacher evaluation has become one of the main content of the education reform. Georgia responded to the reform positively, complied with the trend of the reform and putted forward a new elementary education teacher evaluation system——Teacher Keys Effectiveness System(TKES). TKES reflects the new requirements and ideas of American teacher evaluation. This paper takes the TKES in Georgia elementary education as the research object, in order to provide a concrete reference for the development of teacher evaluation in our country.This paper includes five parts. The introduction outlines the reason of choosing this topic,the research significance of this study, the core concept, literature review and research methods.The second part combs the development course of the American teacher evaluation and it’s development trend. The third part introduces the development of teacher evaluation of Georgia,including its overall evaluation history, new evaluation system, and the theoretical basis. The fourth part is the main part of this paper, the content of the TKES is analyzed in detail, including the evaluation criteria and indicators, evaluation methods, evaluation results and application. The last part summarizes the characteristics of the TKES, combined with the problems that exist in our country, probes into the enlightenment of TKES.
