Since the first batch of institutions started network education in 1999,68 colleges and universities have launched distance education in China. A total of more than 400 million students have registered. And 1.3 million students have graduated. Network education has been developing more and more quickly. However, due to lack of a systematic and comprehensive evaluation model of network education, a lot of questions still exist, Therefore, it is necessary to build a more comprehensive and systematic assessment model.Based on the evaluation criteria of the modern distance education proposed by Ministry of Education in 2004, we build our evaluation model and index system from a cognitive perspective.Firstly, we review the research about the network education evaluation. Based on the summary, we divide our index system into 3 parts—student part, social part and industry part and build the conceptual model.Secondly, according to the index system and conceptual model, we design the questionnaire and survey many students and units. Then, we carry on the data analysis using the SPSS 13.0 and AMOS 5.0 and identify the key factors which influence the network education quality.
