Nowadays the whole world grows to be integrated and modernization becomes an inevitable phenomenon of globalization. It can be said that today, every country or every nation, fast or slowly, smoothly or difficultly moves towards this goal in their own pace or roads. However, from the practice of developing countries, modernization brings unprecedented development and also brings a more severe test of the community. The construction of Self-Governing Society is to adapt to the requirements of the development of this modernization and become the only option of developing countries facing the challenges and achieving social development.For a developing country in which a rural population accounts for the vast majority, the construction of rural self-governance is of fundamental significance to china if the future lies in the modernization. After the Third Plenary Session, with the disintegration of the people's commune system and the implementation of the household contract responsibility system, rural community gradually replaces the management of people's communes with self-government approach and establishes a model of grass-roots democratic governance, of which the main feature is Village Election. From a theoretical point, the governance model adapts to the requirements of the construction of modern, self-governing society. However, a lack of the support of cultural background such as civic awareness and civic spirit, such a democracy falls into a series of difficulties, such as the strong control of grass-roots community from the township government, a low level of political participation of the villagers, as well as many contradictions between the two committees and so on, seriously affecting the effectiveness of the practice of community's self-government. Rural governance model is faced with the pressure of transformation. Under this pressure, we can see that a large number of the capable villagers with special quality and characters emerge as elite groups influencing the survival and development of rural communities; it is they who have made a major propulsion of exploring the governance model of rural communities.This thesis adopts the perspective of macroeconomic research and discusses the solutions to the current plight of the democratic model of the grass-roots level and then analyzes the advantages of rural elite governance model by combining the self-governance model of rural society in the British period rent Weihai and further pointes out the deficiencies and a reasonable living space.The main body of this thesis is divided into four parts, the first part is theoretical introduction of self-government, modernization, and the villagers self-government, the elite governance; The second part is the analysis of the difficulties encountered in the practice of democratic governance model of the grass-roots level, of which the main feature is village election; the third part is the analysis of the basic profiles and advantages of village elite self-governance model in the British period rent Weihaiwei; the fourth part is the analysis of the deficiencies of elite governance and a reasonable living space.
