Rural community governance is related to China's overall development. As a weak link in the rural grassroots social governance, rural community governance in west China is vital social work to Chinese social governance. Firstly, this article briefly reviewed the history of China's rural social governance, and through field survey of depth interviews, focus groups interviews, key figures interviews and interviews, found out that rural communities governance in west China is facing problems of supplying insufficiency and supplying-and-demanding gap in public goods, of humdrum community cultural life, of self-managing ability and self-developing ability of community, and of governance cost. Under the traditional governance mode of government-oriented single unit, all the problems which rural community governance in west China faced will affect the entire state social governance. As civil society emerging, China is urgently needed to overcome predicaments in rural community governance of western China, to break the traditional governance mode of government-oriented single unit. Based on the experience and the reality of civil society emerging, and the theoretical basis of governance and good governance, the article analyses the reasons for these predicaments in rural community governance of western China. From the economic point of view, these predicaments were result from the decentralized family production in rural communities, low level of farmer organizations, and Lack of the organizational foundation of self-management and self-development, after the economic reform in rural areas. From view of the political and administrational reform, the villager democratic self-governance of western China has a strong administrative nature, while it has been developed, because the executive powers of the government are deeply involved and over extended in the grassroots of rural communities, under the traditional governance mode of government-oriented single unit. Based on the analysis of practical plight in rural community governance in west China, drawing on the polycentric Governance Theory, we attempted to advance multi-cooperative governance, to break the traditional governance mode of government-oriented single unit in order to promote the development of rural communities.
