Why Is It Possible For The Integral System To Participate In Grass-roots Social Governance ——Based On The Observation Of Three Communities In Area S

The The Central Agricultural Office has praised highly of the practice of the points system at a national conference on the implementation of the points system in rural governance.It also stressed that in recent years,the implementation of the points system has continued to enhance the enthusiasm and initiative of villagers to participate in grassroots governance and promote the formation of civilized countryside and good family culture.In 2018,District S has selected typical rural areas in the region to create a high level of "harmonious shared governance" as the goal of the implementation of the points system.At the beginning of 2020,District S will focus on creating a region-wide system,gradually summarize and promote the advanced practices of village integral governance,and implement the "1+9+N" region-wide integral management system.The points system is initially a management tool for enterprises,so how to make the management mechanism of the points system in enterprises more rational and targeted in the new era and new requirements of grassroots governance,the participation of the points system in grassroots governance in District S is a practical exploration in this regard,with doctrinal and practical significance.The focus of this study is how the grass-roots urban and rural communities in S District respond to the specific implementation of the "governance mechanism of the comprehensive implementation of community points system" formulated by the top level of S District? What kind of impact does this mode of action have on the implementation of the integral system in grass-roots governance,and what kind of effect does the integral system achieve? What factors affect its way of action? What are the differences in the implementation of the integral system in different urban and rural communities? Based on the above problems,the author selected one key demonstration community in S District as the main research object,and two communities as the supplement to visit participatory observation,using literature analysis,field observation,field interviews and other methods to explore and verify the practice path of S District's integral system participating in grass-roots social governance,the existing or hidden problems in its operation,and put forward reasonable and targeted suggestions.The study shows that since the implementation of grass-roots social work in S District,the integral incentive mechanism,as an innovative measure of social mobilization,has achieved many results in mobilizing people to actively participate in community governance and integrating social resources,and has been beneficial and successful in consolidating efficient governance.However,the integral system is often a mere formality in the process of mobilization and its imperfect system,which limits the effectiveness of social mobilization of the integral system,and there are defects in the promotion of the integral network platform,scientific construction and operation guarantee mechanism.In the further promoting the practice of community integral management,the utility of points needs to be a priority consideration in building the grassroots governance of the point system.At the same time,we should consider as much as possible the integration of grass-roots community work methods into the implementation of the point system,adhere to the leadership of the grass-roots party committee,government-led and the harmonious unity of the main position of urban and rural residents,and consider strengthening the volunteer point service grasp according to "realistic needs + party building leading";through "cooperation and co-construction + independent organization" to optimize the channel of points exchange,attract residents to participate extensively;around "residents' demands + precise relief of difficulties",adhere to the dominant position of urban and rural residents.From "government monologue" to "multi-party chorus",a community of grassroots social governance in which everyone is responsible,everyone does his or her part,and everyone enjoys it is basically formed.
