China's floating population is both a product and main body of the changing social structure. At present, while most of the scholars are focusing the study of floating population on big cities, they ignored that of underdeveloped areas and ethnic minority immigrants to some extent. In this paper, the floating population of the tertiary sector in Xilin Guole League, Inner Mongolia Autonomous Region, East Ujimqin Banner will be studied, and the causes and characteristics of migration flow will be analyzed from a socio-cultural point of view, and also the production, living conditions, impact and effect of the floating population will be described and discussed.This paper is made up of five parts: the Introduction, the Overview of the East Ujimqin Banner, the characteristics and migration reasons of Floating Population, the Production and Living Conditions of the Floating Population, Conclusion and Reflection. In the Introduction part, the significance and reasons will be explained, the predecessor's study of the floating population and the changes of the nomadic social production and lifestyles will be recalled, the subject's methodology and main content will be presented as well in this part; Part II introduced the basic situation of the selected areas, including physical geography and human, economic, ecological situations. Part III will expound the basic characteristics of the floating population and briefly analyze the causes of migration. Part IV introduces the production and the living conditions of the floating population, including family structure, family economic conditions, living conditions, and their content level about living conditions. Part V is a summary and reflection about the impact of the floating population on resettlement areas and discussed the national and governmental management of the floating population from both the macro and micro perspectives.This paper attempts to shows great originality in a small confined space towards the descriptions of the situations of the floating population, the expound of its social function for the response to the Mongolian people's social, economic and cultural development and changes to give a humble reference to the building of a harmonious society in the region.
