On The Impact Of The Tertiary Industry Development To The Employment In Liaoning Province

Tertiary industry plays a key role in the national economy.Since the 20 th century,third industry rises rapidly in the world economic and social development.The more economically developed countries and regions,the proportion of the third industry is higher.With the economic development and social progress,the proportions of tertiary industry in many countries are increasing.Development of tertiary industry has become global economic trends and greatly boosted employment.This paper is divided into four parts.The first part is the theoretical basis,includes review the problems of the development of the tertiary industry and employment,and the analysis of the influence mechanism of the third industry development on employment.The second part is the empirical experience,use of output value proportion,employment proportion,and structure deviation degree and employment elasticity index analysis the third industry and the employment.Through comparison between Liaoning and other provinces and cities,summarizes the main problems and the reasons of the third industry and employment in Liaoning.The third part is the abroad experience,to learn advanced experience from the advanced countries.The fourth part is the suggestion.Liaoning can through a variety of ways to promote the third industry employment increase.Development of the tertiary industry in Liaoning is the same with China and developed countries;the first is given priority to with traditional service industry,and then the rise of emerging service industry.But Liaoning province still has many problems,such as the tertiary industry output value proportion is lower,so the ability to absorb employment is falling.The third industry internal structure causes employment absorption force of emerging service industry is lower."Employment difficult " and "difficult" exist together.The different developments of the cities limit employment in Liaoning.So Liaoning still have considerable gap compared with developed countries and regions.Liaoning can through some ways to promote the development and employment of the tertiary industry and the emerging service industry.Such as to expand the degree of opening to the outside world,to strengthen the construction of marketization of the thirdindustry,to division of urban function to speed up the urbanization construction,to adjust the education system in colleges to promote quality of students,and to perfect employment service system and to give migrant workers the equal rights and other interests.
