Education informatization is important for changing rural education's state and promoting the balance of urban and rural education. To implement rural education informatization, information technology education is an important means. And the information technology teachers play an important role at the entire information technology education activities, as well as the process of education informatization. With the implementation of New Curriculum Reform, the professionalization of information technology teachers has become an important question in education.Information technology education has gone beyond the simple computer technology training stage and developed into information literacy education. The fundamental purpose of information technology education is to cultivate students' information literacy, and the information technology teacher's professional qualities have a direct impact on the implementation of curriculum ideas and curriculum goals.Restricted by economic and other conditions, information technology education in under-developed areas is less than ideal now. Building a high-quality information technology teacher team in under-developed area is in urgent.Based on the literature study, this paper contacted education informatization and New Curriculum Reform to adjust professional qualities of information technology teachers in under-developed areas in the framework of professional knowledge, professional skills and professional affectivity.This research adopted approaches such as questionnaire, interview and observing investigation to study middle school information technology teacher's professional qualities of Yongjia County of Zhejiang Province and got the following conclusions: the team structure is irrational, having too many part-time teachers; teachers' professional recognition, job enthusiasm and the awareness of professional development are low; professional knowledge and professional skills need to be improved; information literacy is not comprehensive enough, lacking in information awareness and knowledge of information ethics; professional development ways are few, and professional development status is unsatisfactory; it lacks timeliness and targeted in training.This study Analyzed both internal and external reasons which block the development of information technology teachers' professional qualities in under-developed areas. By comparing with the professional development of information technology teachers in the High School Affiliated to Zhejiang Normal University, and contacting the characteristics of underdeveloped areas, this paper made recommendations from the four dimensions, such as development environment, teaching and research activities, training mechanisms and teachers themselves.
