Learning evaluation is the most basic component of the higher educational evaluation. At present, universities mainly use school examination system, and paper-and-pencil test is the main means of evaluation. Paper-and-pencil test can test a wide range of knowledge and memory, also has simple procedures to assess. But it is not suitable to test students'senior inspection ability to think, unable to describe the dynamic changes in the process of learning. So in quality education whose core is cultivating innovative talents, this evaluation can not necessarily meet the demand of testing multiple intelligences of students comprehensively. To this issue, the article designs a model of learning evaluation.Firstly, the model embodies the characteristics of multi-evaluation: teachers, students and partners are the subjects of learning evaluation. Through the introduction of performance assessment, the interaction and feedback between teachers and students could be realized, so that the evaluation process can be integrated into students'learning and teachers 'teaching.Secondly, this model integrates school examination system with formative assessment through informationizing the marking process, so that the immediate feedback of paper-and-pencil test can encourage students to continue studying, encourage teachers to strive for continuous improvement of teaching.The learning evaluation is more and more process-oriented; Computer Assisted Formative Assessment (CAFA) in Computer Assissted Assessment (CAA) has been researched extensively. This article realizes learning evaluation system to document the learning process, based on the foregoing theoretical model and CAFA, using the advanced Web and database technology. The system includes three functional roles: the teacher, the student and administrator in colleges, and these roles can achieve performance assessment and online marking in this system. Online marking is the focus of the whole research and system-developed.Then the system is good to improve the quality of infomationization of students in university, and to speed up the process of informationizing higher educational evaluation.
