The ecnomic gap between urban and rural areas comtinues to expand with the rapid development of economy and the influnces of other factors. After we joined WTO,the competitions focusing on comprehensive economic strength among all the countries is increasing .The government is awaring the importance of economic development and strives to take measures to encourage and improve the development of rural economy. With the development of society and the enhancement of people's living standards,people's demand is showing a diversity of characteristics. A unified provision of public goods in different regions may not be able to meet the people's needs,so the provision of small-scale public items by farmers themselves is not a bad choice. It can reflect the needs of rural cooperative groups directly and avoid government and market to a certain extent. It is undeniable that this model may fail in practice because the existence of "free riders",which is the focus that we concern with the the provision of public goods by farmers themselves. The analysis of the case concerning the provision of public goods by farmers themselves has important significance to our theoretic and practical research about the provision of public goods.In this paper we analyze the collective action launched by the villagers of Liujiahe in Linqu, which is based on the public interest theory, collective action theory,motivation theory and social capital mobilization theory and other related theories. This article is divided into four parts.The first part is to introduce the road-construction event in Liujiahe through the perspective of public interest theory; the second part is to discuss why does the road-construction event happen, which is also the problem of power mechanism;the third part is to discuss how does the road-construction event go to success ,which is also the problem of mobilization mechanism;the last part. At last,we mention that through the community's own efforts to provide public goods is a good choice .It is understood and known by more and more people.
