It seems that the graduate's voluntary unemployment more outstanding under the present situation. The paper reviews and discusses western sociology and economics theories as well as internal research about unemployment. Explanation from economics focuses on how economic and personal factors decide the graduate's voluntary unemployment; sociological explanation, on the other hand, stresses the institutional and structural constraint, putting unemployment under the framework of social stratification and social mobility. The paper mainly discusses one question: why the graduate opted for voluntary unemployment. According to the theoretical viewpoint of sociological institutionalism and grounded theory methodology, using the data from 8 qualitative in-depth interviews, the paper analyzes more factors which decided the voluntary unemployment, put forwards a analysis framework of"situated rationality", elaborates the detailed applied tactics under the hypothesis of graduates as"situated rationality"agents, and try to combine the macro and micro, subjective and objective.Main conclusions of the research are: First, there are two man factors which decide the choice of the graduates'action, one is individual rationality, and the other is institutional and structural constraint. The former is internal cause. Abiding by the action logic of subsistence rationality, economic rationality and social rationality, the graduates take actions by calculating their costs and benefits. The later is external cause which consists of resources, authority, employment organizations, labor market environments and culture etc. Second, the graduates'action rationality is considered as a result of"situated rationality". The rationality is characteristic of diversity and dynamic. Therefore, outer must commit himself into the special situation, consider all practical factors in the"process", so as to well understand inner'rationality. Third, the graduate voluntary unemployment is rational action which is shaped by structure. In other words, individual rationality not only is embedded into the structure, but interaction with it.
