With the promotion of the high education popularization, people are paying more and more attention to the education quality. Teachers are the important elements that restrict the qulity and level of the education. Higher vocational colleges require teaching staff with both academic knowledge and practical experience. However the fact that lacking practical experience has become a common factor that undermines their education quality. Hence, the development of "Academic & Practical" Teaching Staff (APTS) is shed in the spotlight of higher vocational college studies.This paper explores the development of APTS and is structured into five parts. The first part is introduction, including topic definition, methodology and literature review. In the second part, the author presents an analysis and the implication of the development of APTS in the USA, Germany and Australia. The third part is a case study on a state-level higher vocational college in shanghai, covering as-is analysis, questionnaires, features and expectations. In the fourth part, the author presents an empirical study on the case in part three and further analyzes the subject. The last part is the suggestion on practice-oriented APTS development strategy.As the study on the development of APTS in higher vocational college, either theoretical or empirical, is a frontier area in China, this paper intends to serve as a reference for further researches.
