Vocational education need high level and high quality skills personnel, cultivating a part-time and full-time "Dual-Qualified Teachers" teachers' team is the fundamental guarantee of combining learning with working in higher vocational college. From the current status of higher vocational colleges teachers, this paper analyze the reasons for the lack of practical experience of teachers in higher vocational schools. Based on the analysis of the training model learning with working ,goals for teaching staff construction are:To serve as guidelines for local economy, to perfect the system, scientific management for the protection, school-enterprise cooperation, to building part-time and full-time of the dual-qualified teaching team. And to propose combining learning with working is not only the basic starting point, but also the construction of the ultimate end-result of faculty, practical ability of teachers improved with engineering requirements increasing, and as teachers will develop the theory combining learning with working. In this paper, human resource management theory and in-depth analysis of the construction engineering for the construction of the contingent of teachers with specific measures, combined with the current actual situation of China's vocational education teacher summed up the ranks of the six specific strategies: To improve the system to guarantee the construction of teacher direction; deepen the theory, scientific management for the teaching team; school-enterprise cooperation and integration engineering the only way; post practice, and improve the post operational skills; radiation region, the coordination of local economic development; adjust its strategy and build the team part-time teachers. In the empirical analysis section,this paper uses a national model 100 vocational schools in six representative schools in-depth investigation, analysis of various vocational colleges for engineering combined with theoretical exploration and innovation of ideas, summed up their combination for the engineering faculty the construction of institutional protection, and listed a few of the institutions analyzed the faculty building objectives and concrete construction methods.At the final,data analysis for model building of institutions, faculty results presented in this paper in support of the vocational colleges teachers implementation strategy.
