In the information age, enterprises begin to understand the importance of training and staff learning. In the face of talent and information pressure, businesses also try to solve the contradictions between staff work and learning at the same time. What means should be used to help staff learning and improving performance must be considered by enterprises.With the full use of modern communication technology, and because of its fast, flat and low-cost, E-learning called wide attention in modern enterprises. According to Business Week statistics, 88% of the 2,000 largest companies implemented E-learning in the world. Enterprise E-learning starts relatively late in China, but the E-learning market have shown significant growth from 2005. Compared with foreign, the main gap of China E-learning lies in the field of application and implementation, in another word, the lackness of effective application mechanism and extension model.After summing up the domestic Enterprise E-Learning application, the author believe that the single study form,low staff participation and dissatisfied learning are the main problems. To solve these problems, the author selects China Telecom University Online, a most successful E-Learning implementation in domestic enterprises, as a case to study in depth.First, according to the analysis of online university application, the author proposed the demand of opening up a more liberal Learning part other than the existing study system of course, and refined the theory of this study part, completed the open virtual classroom needs analysis. On this basis, the function plan of this new part was made out, which is the prototype of the research. Second, the application was tested in practice after it achieved in development, and two tests were carried out. The first one focused on testing function to gather opinions and to improve. Phase two focused on exploring effective application forms and promotional models. Finally, summarized these two tests. On the one hand, the design program was recognized, on the other hand, concluded a relatively novel E-Learning application system and experiences in implementation. The innovation of this paper is to take design-based research methodology as the guide, chose a successful case to study in depth. With full participation in program design, test development and summary of application, the author designed the form of an innovative and flexible online learning section, and summed up the successful experiences of other companies which can be learnt from by the domestic E-Learning application and research.
