Preschool education is the foundation of basic education, but also the foundation stage of lifelong education. The tentacles of exploring education equity begins to extend to preschool education field at present. Urban-rural difference of preschool education has become a bottleneck of preschool education balanced development and equity in the context of dual structure of urban and rural economic and social.This paper selectes Chongqing as samples, which is famous for obvious urban-rural dual structure. Meanwhile, we survey Beibei District and Qianjiang District, which respectively located in One-hour Economic Circle and Southeast Wing. On the basis of it, this paper comprehensively applies methods of literature, questionnaires and interview, display the development situation of urban and rural preschool education omnidirectionally.In the first part, we hackle and describe theoretical basis of overall development of urban and rural preschool education, analysis method of Urban-rural difference. In the second part, we apply investigation and empirical to quantitative analysis urban-rural difference of preschool education. In the third part, this paper profound analysis influencing factors of urban-rural difference of preschool education from perspective of effective supply, effective demand and institutional environment, level of macro-policy institutional environment, supply entity and micro resident households. In the fourth part, we attempt to establish a set of long-term mechanism, which includes investment mechanism, distribution mechanism, management system, evaluation mechanisms, coordination mechanism and dynamic mechanism. The fifth part is the conclusion and revelation of this paper. Our purpose is verifying rationality and validity of research hypothesis. Furthermore, we will sum up the achievements and shortcomings, and provide reference for government decision-making and future studies.
