In the new period of rapid development of the China’s coastal economic,Zhanjiang have the excellent harbor and the long coastline, but the economics ofdevelopment have already backward, rural education of Zhanjiang fall behind is oneof the reasons. Compared with the level of education in Zhanjiang City, the ruraleducation has many problems, for example the number of rural school are small, the orural teachers are low quality, the education funds are not enough, villagers lack of theeducation idea and so on. In order to balancing urban and rural development inZhanjiang, narrowing the gap of development between the rural and city, thedevelopment of rural education is the indispensable. Only the Zhanjiang ruraleducation gets certain development, can effectively improve the quality of farmers,training new rural area of socialism, who have the culture, the technology, and theknowledge, for socialism new rural of Zhanjiang development and construction toprovide excellent human resources. To solve the problems of rural education inZhanjiang, The key lies in the use of balancing urban and rural development and thescientific outlook on development in the fundamental implementation method, carryout industry to feed back agriculture, city to support the countryside, transforming thebackward education infrastructure, cultivating good teachers, improve farmer quality,achieve coordinated development of city and rural education.This thesis is based on scientific outlook on development as the guiding ideology,to balance urban and rural development as the background, in order to develop ruraleducation, cultivating new-type farmers, explore Zhanjiang rural educationcountermeasures. Divided into six parts.The first part: the introduction part. It mainly includes the research purpose andmeaning, put forward the problem, rural education, research method and structurearrangement, the development of rural education reform and the basic experience andpractice at home and abroad.The second part: basis of theory and policyThe third part: introduction the present situation of Zhanjiang rural education development and the existing problems. Based on Zhanjiang rural education presentsituation and the problem description, analysis and summary of Zhanjiang ruraleducation obtain the problems are:(1)the number of rural school are small,(2) the orural teachers are low quality,(3)the education funds are not enough,(4)villagers lackof the education idea.The fourth part: Thorough analysis the Zhanjiang rural education problem.Analysis the current situation and problem, we can found the problems of theZhanjiang rural education are Philosophy of Education is fall behind、the different ofCity and rural economic structure、the system is not perfect、the lack of financialsupport from the government.The fifth part: Put forward countermeasures and suggestions how to solve theZhanjiang rural education problems. Combined with the theory of human capitalinvestment, education investment theory and education equity theory, mainly from thevigorously promote equality of urban and rural education concept, improvegovernment funding for education, development quality of teachers, improve ruraleducation regulations based on four aspects to put forward countermeasures andsuggestions.The sixth part: conclusion. To summary the brief and outlook from the paper andlook forward to the future.
