After50years of reform and development, our country has established the modern education system which is the largest in the world. At the beginning of this century, more than85%of the population of China had reached the basic realization of "two basics", which marked that our country has basically realized the nine-year compulsory education goals, this is a landmark historic achievement in the compulsory education development of our country. However, it is also clear to see that the nine-year compulsory education is still in weak development level in some areas, the base of basic education overall level is low in total. Due to uneven economic and social development in our country, urban and rural dual structure and the real difference is constantly expanding, the compulsory education resources allocation is unreasonable, the rural education long-term investment flows insufficiently, and the development level is low, between urban and rural areas and regions. Among different schools, the education development shows unbalanced as well, the unequal education opportunity among different populations phenomenon is increasingly prominent, education unfair problem has already become a social focus.In June2001, the state council organization convened for the first time since the reform and opening up the national basic education work meeting, awarded the "state council on the decision of the elementary education reform and development". The "Decision" insist on science and education and rejuvenating the country must firstly implement the compulsory education ideas, strengthen job of rural compulsory education as an urgent task in the current elementary education reform and development, emphatically put forward the basic education especially the rural compulsory education to resolve outstanding problems of fundamental.Chengdu had started the practice balancing urban and rural development since2003, at the same time, the problem of compulsory education balanced development has carried on the exploration and innovation, and establish a set of relatively complete compulsory education balanced development between urban and rural areas development, evaluation mechanism, the "gap" between urban and rural areas existing in the urban and rural compulsory education of "imbalances" in counties "inter-school unequal" focuses on practical difficulties such as overall planning and management, which has achieved good effect till now. But it is undeniable that the current situation in compulsory education between urban and rural development remains uneven phenomenon, urban and rural differences in many aspects of compulsory education is still there. Taking Chengdu as an example, in Chengdu, a summary on the main methods and results in the compulsory education balanced development as a whole at the same time, the comprehensive use theory research, data analysis, comparative study and other research methods, in view of the current Chengdu in urban and rural compulsory education balanced development the present situation of the in-depth study, deeply analyzes the existing problems and still in need of improvement, and puts forward relevant policy suggestions. |
