Since the reform and opening up of the domestic, as the deep development of Industrialization, informatization, urbanization, marketization and internationalization, the relatively isolated rural areas can not be avoided undergoing profound changes. However, because the development foundation, development strategy and other factors, the domestic economic and social development of the majority of rural areas was falls on the back far of the urban areas, even with a serious situation of polarization, which greatly impacted the domestic economic development and social progress, and gradually become the bottleneck of the domestic economic and social development. To solve this problem, the community raised a lot of solutions based on different disciplinary backgrounds.The cooperation of urban and rural areas is an important solution to solve the situation of urban-rural polarization. In the context of urban and rural areas, digging the own potential of the agriculture and industry to support agriculture, combining to expand the orderly transfer of rural employment and to guide the rural surplus labor, combining the construction of a new socialist countryside and steadily promoting urbanization to accelerate the establishment of sound industry, promoting agriculture and urban township policy system and institutional mechanisms to the formation of urban and rural development pattern of positive interaction. This paper combines in-depth analysis of the root causes of the country "three agricultural issues" in the context of urban and rural, proposed on this basis, rural development, agriculture progress, in addition to support economic development and, more importantly, the basis of should be rooted in the rural areas talents. Under the guidance of the above ideas, this paper follows the principles of problem-oriented, and selects the Hengyang area as a case study, the problems in the area of rural development of vocational education was regarded as a starting point to dig deep the reason of the above-mentioned problems reasons in the area of rural vocational education and on this basis, ultimately, by drawing on the development of rural vocational education at home and abroad advanced experience, the paper raised some routing and policy recommendations for the development of vocational education in rural areas.The main research of this paper are as follows:First, relative literatures were reviewed at the theoretical level of domestic and international agricultural development of vocational education literature, through analysis of the specific needs of the agricultural vocational education derived from the problems of "agriculture, rural areas and farmers", and established some ideas and methods for the development of agricultural career education based on the thinking of urban and rural development cooperation;Second, the analysis of the urban and rural development strategy was combined to position and think the domestic rural vocational education, and the relative theory of the rural vocational education development are summarized under the cooperation of urban and rural development.Third, the paper selected the Hengyang area as the research sample area, summed up rural vocational education development conditions in this region, analyzed the practical problems of the agricultural development of vocational education, and the causes of the problems was given;Fourth, as systematically researched and discussed on the case study analysis and summed up the international experience, the paper proposed:Co-ordinate the various functional departments, to build efficient rural vocational education management mechanism; Effectively change the ideas and raise awareness of rural vocational education; Based on the practical needs of rural development, systematically plan the framework of rural vocational education development; Considering the realistic needs of rural areas, build the layout of rural vocational education which meets the realistic needs of the rural areas; Build a funds support system which mainly consists of state administrative funding, and also encourage multi-raised funds to support the system;Promote professional construction innovation of rural vocational education, and guide the direction of rural vocational education development;Consolidate the enrollment scale of vocational schools through a variety of ways; Strengthen the teacher workforce planning and system building, and train a group of first-class vocational education teachers; And with the help of the city's high-quality educational resources, implement the joint strategy of the urban and rural vocational education.
