| To balance urban and rural development is an important strategy of the new-style urbanization of China.That is,instead of taking rural and urban areas separately,we should regard the regional reform and development as a systematic project and try to promote a balanced redistribution of resources through top-level planning,thus creating an important opportunity for the development of preschool education in China.At present,there are some problems in the development of preschool education at home,such as the insufficient quantity,the huge gap between urban and rural development,and the unbalanced structure,etc.The primary cause of these problems lies in the unsound administrative system of preschool education.The report of the 19th National Congress of the Communist Party of China stresses that priority should be given to the development of education and the formation of a scientific and reasonable administrative system.Therefore,it is of great significance to study how to reform the administrative system of regional preschool education and how to balance the development of urban and rural preschool education in that region.For a deeper understanding of the requirements for balancing the urban and rural development of preschool education as well as the nature of educational administrative system,this study will employ a series of research methods,such as literature analysis,interviews and questionnaires and others,to grasp the key to balance urban and rural preschool education—the administrative system of preschool education,and to carry out a case analysis of the typical urban-rural junction Y district and inspiration gathering.After collecting the basic information of Y district,considering the requirements for balancing the urban and rural development of preschool education,and analyzing the condition of preschool education development in Y district,this research finds that:in general,the rural area’s preschool education in Y district has the fastest increase in resources;its funding has exceeded 8%in successive years;most of its teachers hold a bachelor degree;its quality has been significantly improved;there is a significant difference in the fairness of starting point between urban and rural preschool education,but the difference in the fairness of process and result is not obvious,which proves to be a promising developing prospect.Besides,based on the preliminary investigation of the development of preschool education in Y district and focusing on the core elements of preschool-education administrative system,which are the allocation of government’s rights and responsibilities in preschool education administration,the arrangement of special institutions and administrative personnel for preschool education,the investment of preschool education funds,the personnel system of preschool-education teachers,the supervision system of preschool education,etc.,this research also analyzes the reforming measures and experience of preschool-education administrative system in Y district and discusses its characteristics,existing problems,and further measures,which shows the process of dynamic adjustment in regional administrative measures and therefore proves to be more helpful in practice.Lastly,after the deep analysis of the administrative system of preschool education in Y district,it can be concluded that:the reform of its administrative system should be based on the adjustment of administrative divisions and the government reform in balancing the urban and rural development,the clarification of administrative system and institutions by legislation in preschool education.Preschool education should follow the principle of systematism and integrity,and be oriented to strengthen government’s responsibility,to promote the fairness of preschool education,and to insist the idea of ensuring the general conditions in public schools and seeking for a development in private schools.With the optimization of the functions of government,a reasonable financial system in preschool education should be built,the reform of the personnel system of teachers deepened,and the supervision system of preschool education enhanced,thus founding brand kindergartens with characteristics,balancing the development of urban and rural preschool education,and realizing a high-level balance of it. |
