The early childhood education future related to the quality of the rural population. For rural children,achieving equal educational opportunities And enjoying the same educational resource as the urban children, would make the rural children and the urban children be on the same starting line. Improving the status of rural children's education is the key point to the development of China's early childhood education. The scattered children which are special among young children in rural areas are the key concern in this paper. The definition of scattered children is the children in rural region aged from 3 to 6 and had no access to formal early education organization, further more, they are the vulnerable groups among the children lived in rural areas.The key methods used in this study is qualitative research, combined with literature analysis.According to the research on educational status of scattered children in Wushan County of Chongqing city and the information collected from other aspects, this paper would give a analysis to the cause of educational problem to scattered children and conclude a solution to this problem. This article used the principles of qualitative research, and in-depth field, using the researchers as a research tool, made a interaction between researcher and object in the research. According to the Pre-research and formal research, this article clarify the two approaches of the educational issue of scattered children ahd demonstrate the educational status from these approaches. According to the analysis of the status of scattered children, a conclusion would emerge:For the rural scattered children, family education and community education could not compensate for regular school education which could not be obtained by scattered children normally. The issue of scattered children is the product of undeveloped of early childhood education in rural aers. The solution of the issue of scatter children mainly depend on the development of rural education and creation of more educational accessibility. Through field investigation and analysis, the author proposed her own advice which is divided into overall suggestion and individual suggestions. In the overall suggestion, the author think the functions of national and provincial government in rural development in early childhood education should be emphasized. The author also suggested the goverment should give more attention to the balanced development of education and give more investment in early childhood education in rural areas. Furthermore, effective mechanisms which ensure administrative departments at all levels of education sort out management duties should be established; in the individual suggestions, the author think the primary education administrative department which was responsible rural teacher training should be emphasized as well as the community education functions. In addition, early childhood policies in the grassroots advocacy efforts should be improved as well as the scattered children of effective family education and the parental level of the parents. Finally, in the reflection on this study as a conclusion, in the reflection of the researchers, the object and the result of research are studied which contributed to the integrity of this research.
