Looking at pre-school education all over the world, we may discover that the overwhelming majority country relies on the policies, laws and regulations to promote the preschool education development. This is because the pre-school education policy formulation and implementation of the development of pre-school education is essential, not only affecting the development of pre-school education in the direction and speed, but also affecting pre-school education quality and level of activities. This paper takes Japan as the object of study. Taking Japan the present preschool education situation in low-fertility society as the master line and launching to the low-fertility preschool education policy system research, it enriches the theoretical study, but also for China's government decision-making and management of preschool education to provide the reference.This paper consists of three parts: The first part is an introduction, mainly elaborates the reason for selecting topic and the significance of this research. The second part is the literature summarizes, mainly introducing the related concept of educational policy, Japan educational policy connotation and the Japanese preschool education policy related domestic and foreign research. The third part is the body, divided into four points. Firstly, it's a brief introduction for declining birthrate pre-school education institutions, as well as the environmental impact of child-rearing; Secondly, Focuses on low fertility society of Japan, the specific content of pre-school education policy: in family, active in the development of family support programs, continuously adjust and improve the child-care leave system, various efforts to optimize the child-care environment, to provide parents with a variety of conservation services to encourage fathers to actively participate in child-rearing activities; in kindergarten, the Early Childhood Education to carry out the revitalization plan for the provision of early childhood education for all school-age children the opportunity to enrich the early childhood education, improve the environment, enhance the quality of early childhood teachers, and early childhood education to further strengthen integration, continuity; in the community, in order to flexibility in the use of education resources to improve the status of Japan's pre-school education. Thirdly, based on the official website of the information, it summarizes the basic implementation of educational policy. Lastly, use comparative analysis's method to our country's enlightenment: The government should take the pre-school education the leading position; to standardize the development of pre-school education for its policies and regulations; to coordinate the relationship between central and local governments; to strengthen the Government functional departments of the division of the collaboration.
