The Empirical Study Of The Trusteesship Model Of School Facilities In Ningbo City

In China, most of sports venues are located in schools. However, the school sports facilities are opened to the public is a greater extent than less well-developed foreign countries, at the same time the school utilization rate is not so high as school sports venues.There are two main reasons for this phenomenon. One is the school sports stadium will bring security risks after the opening up. The other is the increasing pressure to maintain aspects of concerns. Nevertheless, the school sports stadium trusteeship model can better solve these issues, neither the number of school to maintain the pressure, but also improve the efficiency in the use venues ,which are conducive to health, schools, sports facilities, sustainability of the society open to the public.The standpoint of this paper is "in trust". In this paper, used literature, questionnaire survey method, survey methods such as positive law schools, sports facilities resources in Ningbo City, the status quo.We analysis the problem of resource use of Ningbo school sports stadium .And then we took the fourth secondary school in Ningbo city, East Grace Foundation Secondary School sports stadia for case investigation,which is to implement "managed" mode, and concluded the school sports stadium as a trusteeship model to the conditions of an open society and foundation.And apply the SWOT analysis model of the school sports stadium trusteeship the factors of internal strengths and weaknesses, external opportunities and threats factors, factor analysis. Reached the following conclusions and recommendations:1. School sports stadium trusteeship is general good. The trusteeship model enables the separation of ownership and management, the introduction of professional management and lower management costs and improve the quality of management, resulting in the commissioning party and the entrusted party win-win situation of mutual cooperation.2 . School sports stadium trusteeship created social and economic benefit of double-harvest management to achieve a good effect: after school sports venues hosting the efficient use of significantly increased the services provided to the community longer and higher quality. The school has received more funding for stadium maintenance, entrusted with the side to increase the economic income, while the surrounding residents to be generally agreed that increased social benefits.3. School sports facilities managed by the host major problems exist in both parties to "trust" not know enough about this new management model and the lack of preparation caused. It summed up in a concept and process control level, the normative, which will be trusteeship mode with the development of gradually resolved.4. The main features of school Sports stiadium tsteeship are: schools sports facilities will be managed are open to the public for the purpose of the society; the premise is to mange time to not affece the normal teaching oreder; trusteeship the two sides cooperate on the basis of trust and mutual satisfaction of the higher.Finally, this study according to the typical cases which is to the mode of operation in order to profit and avoid loss of the principle of a school sports stadium designed to host an idealized model of operation for the industrialization of the operation of schools, stadiums and provide a theoretical basis for practice.
