The construction of large public sports facilities as a purposeful and per capita is low and simple design makes the planning and construction has many problems. Planners need to know the current public sports installations and facilities services to improve the service efficiency of urban public sports installations and facilities. The accessibility theory is to understand the public service is one of the main ways of sports facilities. There are a variety of ways to quantify accessibility and have their own advantages and defects. In this paper, combining with the reality of potential model method is used to accurately express the regional accessibility conditions so as to reflect the service situation of public sports facilitiesThis study in changzhou city for example, using the theory of accessibility combination with spatial distribution of public sports facilities, road traffic network and densely populated residential points in the three aspects, first, by using the model of a potential accessibility expressions to calculate the accessibility measurements, and then use accessibility of kriging interpolation method to measure the visualization. Accessibility of spatial distribution from 2005, 2014 high value area scattered, but the accessibility of high value area is still in zhonglou, tianning, qishuyan, wujin four zone at range. In view of the situation in 2005 and 2014, the planning in the qishuyan district construction of several sports facilities and disperse the accessibility of the high value area makes the changzhou main proper accessibility to converge.In public sports facilities on the spatial distribution of reference expressed as a percentage to cover the service efficiency of public sports facilities. By comparing three planning conditions found 10 minutes of changzhou sports fitness circle is increasing:Each planning condition coverage percentage for 10 minutes is 18.2%、 20%、26.3%. Planning advice in public sports facilities spatial distribution compared with 2005 and 2014 improved substantiallyThe results show that the combination of GIS and accessibility theory is applied to the public sports facilities planning. The method is also applicable to the planning department planning and site selection or the choice of planning scheme.
