A Study On The Funds Of Higher Education In Heilongjiang Province

The development of educational career will certainly require capital investment under the background that ordinary senior high schools of Hei Longjiang province have popularized in 2014. And educational funds are the material premises and important guarantees for the development of ordinary senior high schools. It is founded that the total amount of educational funds of ordinary senior high schools continues to grow but the investment dynamics of funds are not strong enough in this paper by analyzing the current status and variations between 1998 and 2014 of ordinary senior high schools’ educational funds of Hei Longjiang province. At the same time, some suggestions and solutions are further proposed to solve the existing problems of ordinary senior high schools’ educational funds of Hei Longjiang province through the comparative analyses of Hei Longjiang province, some other provinces and every city(area) of Hei Longjiang province and the empirical analyses of ten counties(cities) of Hei Longjiang province.In order to increase the investment and efficiency of ordinary senior high schools’ educational funds of Hei Longjiang province, four aspects will be taken into consideration, and they are to strengthen government responsibilities, to optimize the investment structure of ordinary senior high schools’ educational funds, to narrow the regional gaps and to improve the efficiency of using educational funds.
