Higher education equity is an important basis to achieve social justice and harmony. In 1998, with the implementation of popularization strategy in higher education, China's higher education won fast development. At the same time, the regional differences in higher education is widening because of factors such as imbalance in regional economic development. The existence and its widening gap of regional differences in higher education not only influence the pursuit for equity of higher education, but also pose a big effect on the sustainable development of economy and social harmony and stability. As a result, it becomes a key issue for China's policy making to make right judgment on the situation, reasons and tendency of regional differences and education equity in order to control and narrow the gap among regions and promote balance and equity of higher education.Based on such considerations, this paper attempts to construct an equity index system of higher education from the perspective of regional differences. Through analysis, it is easy to see that there are obvious gaps of enrollment opportunities, allocation of public educational resources, educational quality and output in higher education among east, central, west of China in recent years, and this kind of gap is gradually expanding in some extent. The growing regional differences are not only an important factor in achieving educational equity, but also a reflection on inequity of higher education. Therefore, with the reference to foreign education index system and CIPP mode, this paper forms an equity index system of higher education that includes social background, enrolment opportunities, allocation of educational resources, quality and output. Using this index system, we can easily make evaluation and judgment for the situation and tendency of regional differences in higher education through vertical and horizontal comparison, and that will be significant to improve the policy making and adjustment to promote equity in higher education.This paper is divided into five parts. The first part explains the background and significance of the research, and introduces research ideas and methods through document review. Partâ…¡mainly summarizes the theory what the equity index system bases on. The third part focuses on the experience and enlightenment of foreign educational equity index system. Partâ…£aims at finding realistic base for index system by analyzing the situation and reasons of regional differences in higher education. The last part constructs equity index system of higher education and draws some conclusions.
