Research On The Guarantee System Of Higher Education Equity

Higher education equity is the important composition in society equity, which plays a great role in building a harmonious society. The scale of higher education expansion can provide more education opportunity for people with the coming of popularization of higher education. However the problem of higher education equity is not effective solved with the goal of popularization of higher education quantity realized, it was very prominent as before, so this causes the social populace exceptionally to pay attention to this question, the higher education equality has become the most important issue in our society. The reason is that the common people have generally realized the inequality of Chinese higher education at present times. So it makes the popularization of Chinese wish to solve this question. Based on this, research on how to guarantee system of higher education equity is urgently need in the current social reality. So research and construction guarantee system of higher education equity is guarantee the higher education equity inevitably choice, doing like this not only it can provide the basis theory important practical method for solution higher education equity question and promote higher education development better but also it have the vital practical significance for building harmonious society . This article has analyzed and summarized connotation and characteristic of higher education equality in view of higher education equality question prominent in current, used the method of system analysis to analyze target analysis, functional analysis and structure analysis of higher education equity and grantee system. At the same time, discussion the countermeasure for building higher education grantee system.This article uses the research techniques of literature methodology, comparison methodology, system analytic methodology, theory analytic methodology, and so on to system research building higher education equality guarantee system; the paper mainly includes six partial contents. The first chapter introduced proposing research question, the research significance, the domestic and foreign research present situation and the research content and the method. The second chapter has explained equity, education equity, and the connotation of higher education equity, analyzed the characteristic of higher education equity, summarized and elaborated the historicity, relativity, different, expansibility four aspect characteristic of higher education equity. The third chapter has analyzed the idea, system, policy, law and culture and so on many aspects the influence to realizing higher education equity. Pointed out the necessity and important to establishment grantee system of higher education equity. The fourth chapter analyzed grantee system of higher education equity of economical function, legal system function, cultural function and social function, elaborated how these functions to affect higher education. The fifth chapter has analyzed the grantee system of higher education, it was that its intrinsic structure, explained its structure of essential factor and the joint way. The sixth chapter proposed the construction grantee system of higher education equity countermeasure: Remolds the equity view of higher education; Establishment government and market coordinated operation mechanism; Perfect higher education system and legal system; innovates the movement condition of grantee system of higher education equity.
