ICT(Information and communication technology)in higher education is an important part of the development of ICT in education in our country,which is of great significance to innovate the mode of personnel training and improve the level of scientific research and management in colleges and universities.At present,China's ICT in higher education has made some achievements;however,due to the constraints and effect of economic level,policy support,institutional planning and other practical factors,there are many problems in the development of ICT in higher education.It is necessary to research on the evaluation of ICT in higher education to understand and the present situation and analyze existing problems of ICT in higher education.Only in this way,can we put forward countermeasures and suggestions effective and promote the healthy,rapid and sustainable development of ICT in higher education.This paper analyzes and summarize the domestic and overseas' development,evaluation project,index system and calculation method of ICT in higher education evaluation.Based on contents about the development of ICT in higher education in the National Plan for ICT in Education(2011-2020)and the research results of relevant educational materials system,the paper puts forward the evaluation index of measuring the development level of ICT in education of the provincial colleges and universities.By using the gray comprehensive evaluation method to carry on the empirical research on the development level of the ICT in education of the provincial colleges and universities,and analyzes the development of the provinces(cities)from the various dimensions using the cluster analysis and the coefficient of variation.In order to further study the constituent elements of the differences,using the Theil index measures the developmental differences between the eastern,central and western regions,and quantifies the contribution of regional differences to the overall differences.Combined with the evaluation results and multi-directional comparative study,we summed up the different development models of ICT in higher education,and put forward countermeasures and suggestions about the sustainable development of ICT in higher education.From the comprehensive level of ICT in higher education,Guangdong and Shandong Province are the best development provinces.Chongqing,Henan,and Tianjin are weaker.Guangxi,Gansu,Shanxi and other provinces are the weakest.From the five dimensions of ICT in higher education,the development of digital resources is the best,followed by management information and resource application,and the development of infrastructure and mechanism guarantee are the weakest.From the provincial development of ICT in higher education,the development gap between the provinces(cities)in the comprehensive level and the infrastructure is small,followed by management information and resource application,while the inter-provincial development gap between the two aspects of digital resources and mechanism guarantee are relatively larger.Further analysis from the regional level,the difference in the eastern,central and western regions has the greatest impact of the total difference.The eastern region's total development is the best,however,whose difference is the most serious.
