Since the enrollment expansion in 1999,China's higher education mode has been successfully changed from"elite education"into"mass education". The popularization of higher education is not only providing more opportunity for the students who wants to enroll this threshold, also making more and more families enjoy the reform. However, with the number of higher education graduates increasing, a series of social contradictions exposes. At present,"higher educated group unemployment"has become a social problem which is concerned extensively by all orders of society. In this background, this paper discusses the key factors of"graduates employment"in a perspective of social security, and analyzes the deficiency of current policy, and puts forward the corresponding countermeasure and suggestion according to the contradictions reflected. And provides a reference for graduates employment security system. This paper includes five parts:The first part is an introduction which expounds the backgrounds and significance of the research, and defines the interrelated concept, and reviews the research status of domestic and foreign scholars in"graduates unemployment", and find most of the previous studies have tended to focuse on analysis and pattern choice of this problem, but fewer on empirical study, and due to the timeliness of the policies, the provious studies have not analysed the current policies. Thus indicates this paper's key point is analysing the implementation of current social security policy of"graduates unemployment", and find out the deviation, and provide a reference for graduates employment security system.The second part mainly analyses the adverse consequences of"graduates unemployment". First, in the year of "11th five-year plan", our goal is to establish talent- strengthening country, and trengthen the talents cultivation. Compared with before, contemporary college students receive a good education and obtain a rich knowledge of science and culture. They are not only an important component of our talents treasure, but also the core strength and mainstay. But with the increasing of university graduates, the intense competition in the same job occupation become inevitable. In this context, the college graduates lower their employment standards,or choose technical content lower work, that is undoubtedly a waste of human resources. When people appraise whether is their education successful, their standard is very narrow, which is only limited on whether can find appropriate job after graduation. But now, the costs and output of college educationis out of proportion, and after graduate the graduates cannot find their right position, and cannot withdraw cost, create value, reduce the burden. These will influence the confidence of higher education investment. Finally, when the students have to suffer setbacks at the beginning of graduation, they would have negative fellings, and seriously influenced their psychological health. Unemployment even distorts their personality, or make them depressed.The third part analyzes the reason for graduates unemployment. Firstly, the most fundamental reason for graduates unemployment lies in enrollment expansion. At the angle of labor supply and demand, the unceasingly college expansion in recent years has brougt a massive"new-born"worker into the limited demanded market, and cause graduates unemployment. Secondly, another reasons for graduates umemployment lies in the quality declination of high education. This is because the number of college students is increasing more fast than the school is, and cause the declination of high education. Moreover, the reason for graduates umemployment lies in requirement transplacement between graduates and enterprises and caused they both in embarrassed. That is to say the enterprises needs high quality graduates, but the graduates is nit-picked, and leaving only the inferior,and appears the phenomenon of"graduates unemployment". Finally the reasons for graduates umemployment lies in the stratification of enterprises makes the graduates crowed together to fight for a good occupation. Because of the enterprise has serious distribution level, which cause the fierce competition, makes the graduats relative surplus. In addition, this part discuss the relationship beteen graduates unemploment and their self-awareness, ability, grades and wage.The fourth part investigates the implementation of the the current graduates unemployment security policy and analyzes the causes of trouble. First, the balance beteen human dignity and"minimun living". The current security policies for unemployed graduates are mainly providing salvage money, whose standard is the same as"minimun living". But for their dignity, most graduates tend to give this chance up causes the policy fail. Second, balance between opportunities and dedication. The graduates are not willing to go to undeveloped areas is because of the value of"getting rid of fammers","obey their parernts advice"and focusing on their opportunities in developed areas. Third, the rational choice for survival. For graduats, steping into the society means their economic independence. Thus, besides, the stratification of enterprises, the payment and the welfare become most important referred factors. These all cause the policy unefficient. Finally, conservative, and the investment enviroment is another reason causes the policy unefficient.The final part is focusing on lagging, deficiency and diviation of the implementation of the graduates unemployment socurity and give some advice for its develop derections. The content of our graduates employment security system should consist of three aspects at lest. First, it should emphasize the long-efficiency of this security system. Second, we should pay attention to the rationality of this security system. Especially in concerning about the form of the salvage moneym and the pocessing of the executive. Thirdly, we should insist this security system's institutionality. And finally, this security system should hold the principles of security, incentivity, dignity and moderativity.
