Doctoral Education is commonly recognized as the highest formal level of higher education in the contemporary international community. The quality and scale of Doctoral education is an important symbol to measure a country's potential, prospects and level of development of higher education, culture and science. Since the resumption of the education system of graduate students in 1978 in China, doctoral education has attracted the social concern and attention. However, in recent years, the expansion of the scale of doctoral students, the diversification of doctoral students, the change of the employment of the doctoral graduate, the changes of knowledge in production patterns and the changes in the management model of university etc, these series of factors pushed the quality of doctoral education and doctoral to the front Through the search of literatures, we found that the assessment of the status quo of doctor's quality from the community is in good ones and bad ones. Some scholars believe that behind the rapid growth of the quantity of doctoral students, the quality is declining and some scholars believe that the present quality status equals with the past. Confronted with this situation, we find, the literatures on the evaluation of the present quality of Dr. and the Reform of the system of the doctoral education are more, but on analysis of the standard of the quality evaluation is rarely carried out, and there is not a clear quality evaluation criteria now. Based on this understanding, this study aims to provide reference for evaluating the present quality status of the doctor objectively, through the analysis of the central index of quality Assessment of the PhD.In this study, through the analysis of relevant literatures on the doctoral quality, we found that the domestic literatures less concentrate on the core of the doctoral quality, mostly combine with the relevant discussion of the quality of doctoral education. By compiling and analyzing the relevant literatures, we believe that the quality of doctoral education should be divided into three levels, macro-, meson-and micro-quality quality, and the micro-quality is the common sense of the quality of doctoral students, which is also the main research in this study.This study indexed and analyzed eight index systems on the evaluation of the doctoral quality and comprehensive quality of graduates, and compiled the current quality of our doctoral students,And the results showed that:at this stage the majority of the index systems included "basic and professional knowledge," "foreign language", "quality of innovation", "Publications", "organization and coordination capacity", and "independent research capabilities," six aspects, only a small part of the index system also include the "logical thinking" and "analytical problem-solving abilities"This study carried out a further research of the establishment of the evaluation of the core indicators of the quality of our, and combined with subject characteristics and the needs of social development in different angles and levels in the present stage and finally grouped the core indicators of the quality of MD into four areas, namely, 'thinking ability','learning ability','coordination and implementation capacity', and explained their senses.At last, this study proposed the control measures and difficulties of medical colleges internal quality control under the ideal core indicators.Subject to the above findings, the study suggests that:the evaluation of doctoral quality of is a complex process impacted by the factors such as the level of economic and social development, the doctoral education's development, the concept of subject knowledge, and the methods of evaluations are effective and objective or not. Before the evaluation of the present quality status of Dr., it's necessary to make clear the evaluation standard of the quality of Chinese doctor in medicine at this stage at first. Through analysis and discussion, we believe that the core of MD quality evaluation should also include thinking skills, learning ability, coordination and implement capacity which means medical doctoral students should have the logical thinking ability, unique innovative thinking ability,the ability of exploring unknown areas,good theoretical foundation of knowledge, effective ability to acquire knowledge, serious and positive attitude, effective communication ability, good organization and coordination capacity, basic research skills and the ability to analyze and solve problems, and clinical students also should have solid professional skills.
