Teacher compensation is supporting and encouraging teachers to engage in the teaching profession. It is closely related to the social status and occupational prestige of teachers. Therefore, the primary and middle teacher compensation concerns their vital interests, affects the development of education. Study of teacher pay distribution system is of great significance:both enriching the educational management theory and compensation management theory, but also providing a reference and learning for performance-based pay reform which is progressing currently.By consulting and analyzing relative documents about teacher pay system in China, I reviewed and researched China's four major changes in the wage distribution system of primary and middle school teachers in 60 years:supply system, the single distribution salary schedule and structure wage distribution system; Finally, the different components of structural wage system and its share in the total wage is becoming rational.At present, structure wage distribution system, centering on position and performance, is being progressively implemented. However, the survey found that, because of the unbalanced economic development, some local government leaders having lack of knowledge of teacher wage distribution system, having not done enough to implement policies, and the corresponding monitoring and security system imperfect and so on, there are still large income gap between the teaching profession and other sectors, different regional teachers, urban and rural teachers, as well as among teachers from different schools and teachers from the same school. In this paper, I proposed countermeasures to solve above problems mainly from the angle of the system:moving up the administrator of wage, establishing an incentive mechanism which highlights rewards and punishments, adhering to the principle of equal pay for equal work, the wage structure being scientific and feasible and so on.
