In June,1999, "CPC Central Committee and State Council on Deepening the Reform of the decision to promote quality education, " pointed out:"Good physical health of young people is the basic premise to service the motherland, which is the reflection of the vitality of China. In school education, we should establish the guiding ideology, that is, health is the most important to anyone, and strengthen the physical work earnestly, so that the students can master the basic sport skills and cultivate a good habit of physical exercise. " The set of "Ordinary High School Physical Education and Health Curriculum Standards (Experimental)" (referring to the "standard") is under the guidance of this idea and according to the spirit of "Outline of the Basic Education Curriculum Reform Steering (Trial)" and "high school curriculum program (experimental) "."Sports and Health" curriculum standards (the following was short for the new "standardclass") of High School in 2003 was also officially introduced in some schools in 2004, which is considered as the biggest reform since the founding of the basic education curriculum. The new curriculum changes of high school in Siping city, and the reform of guiding ideology, objectives, content, and teaching evaluation in sports and health courses, have promote the reform and development of primary and high school physical education greatly. Therefore, the physical education curriculum in Siping key middle school has also experienced the most profound historical changes since the founding of country. How to achieve the standards of the "Sports and Health" curriculum effectively and reach the desired purpose of teaching have become the first task of each physical teacher in Siping City.Through my own experience, according to the ideology of "Physical Education and Health Curriculum Standards", the physical education status of Siping key middle school is not very optimistic. Firstly, the focus on the importance of physical education of Middle School physical education teachers in Siping City is not enough. For example, there are two kinds of phenomenon. One is that they muddle along in order to cope with school; the other kind is to use the old teaching methods to apply to the new curriculum reform, where there is no real innovation. The two kinds of physical education teachers'specific performance in the teaching is that they often emphasize on physical training and skills, do not infuse the concept of "new curriculum standards" as a quality education as well as the cultivation of physical and mental health for students into the physical education. Secondly, Why to carry out the "new curriculum standards", and how to implement physical education teaching reform in the context of the "new curriculum standards", where there is a lack of theoretical and practical discussions among the physical education teachers. It will influence the implementation of the new curriculum standards. Thirdly, due to the influence of "examination-oriented education", students have some prejudices on physical education. They considers physical exercises as "play" or "physical exercise", failing to recognize the important role of physical exercise played in comprehensive quality of students.This survey combined with the author's practical experience of teaching, in the Education Department of Jilin Province and Jilin Province Institute of Education, Physical Education and Health on the case of training, the author takes a more systematic research to find some disadvantages, aiming to offer some suggestions to school physical exercise of Siping city.
