The Status Analysis And The Development Research Of Vocational Education In Jilin Province

The In-depth strategy to revitalize the old industrial bases in Northeast China has been making demands on the development of a diversified market economy and adjustment of the education structure in Jilin Province as well as recruitment needs. Technical and Vocational Education (TVE) is career-oriented education throughout the whole process of the educational and part of continuing education, which regards it as the ultimate aim to make Vocational Education Objects (VEOs) obtain comprehensive knowledge and skills of a certain occupation in the future through the management and coordination of VEOs as well as personnel, financil and goods in the process of TVE.Analysis of the status of TVE in Jilin Province is of great significance:First,it helps reduce the cost of TVE; Second,it helps timely monitor the behavior of TVE and strenghthen organizers'industrious and honest administration; Thirdly, it helps enhance information sharing of educational institutions,VEOs and the employing unit; Finally,it also helps realize the globalization of TVE.The status of TVE in Jilin Province is mainly manifested in these aspects:First, the scale of TVE expands faster and TVE system has begun to take shape; Second, increased investment allocations and widen channel for funding have helped initially formed the pattern in which the government, enterprises and society cooperate to carry out TVE; Thirdly, technician education is constantly adapting to the needs of society; Finally, steady progress has been being made in TVE infrastructure, the operating efficiency has been being improved greatly and positive results of training rural labor force have been being achieved. However, a number of factors that are restricting the rapid development of TVE in Jilin Province are as followed:The existing TVE system and TVE model are not suited to the economic transformation of our province and its rapid development; Lack of government investment funds in TVE; The personnel training concept of backwardness; The weakness of social forces in the organization of TVE; Irrational structure of teachers and lack of implementation of employment access system.After researching the current situation of TVE in Jilin Province, the analysis puts forward the following new ideas:1) To change the traditional concept of TVE, and foster innovation in vocational education philosophy with the times; 2) To create a favorable public policy environment of TVE and create a wide range of funding channels that mainly focus on increasing government investment in TVE, speeding up the establishment and improvement of employment access system, establishing employment-oriented policy mechanisms,strengthening social media propaganda in order to raise gradually the social status of skilled personnel and treatment and strengthening TVE legislation to create a good legal environment for the development of TVE; 3) To build a sound TVE system, educational system and teaching mode; 4) to build a strong team of highly qualified teachers; 5) to construct an information-sharing platform for the Government, employers and TVE institutions and to ensure information security; 6) to attach importance to developing TVE in rural areas to improve vocational skills of the majority of farmers and to transfer their job-related skills so as to change population pressure into human capital advantages.
