Vocational education is an important constituent in the national education. It is an important way to promote economic and social development and employment. In China, vocational education system includes vocational school education and occupation training, and can be divided into the following three levels: primary, intermediate, and higher. The intermediate vocational education mainly refers to vocational education at the high school stage, which is the main body in China's vocational education. It is of vital importance to promote the economic development, to fulfill the employment, to maintain social stability as well as to solve the "Agriculture-Countryside-Peasant" problem.This article elaborated connotation and practical significance of the intermediate vocational education. On the basis of the course and actuality of the intermediate vocational education development in Jilin province, the article analyzed and discussed the external environment factors and internal factors influencing the intermediate vocational education development, analyzed the root problem and proposed solutions. This impels and promotes the healthy and continual development of Jilin provincial intermediate vocational education and provides qualified talented persons for Jilin provincial economic construction.This article mainly includes the following four parts:Part I: The first part elaborated the connotation and the practical significance of intermediate vocational education. Intermediate vocational education is resulted from the division in which various levels of vocational-technical education is divided according to the combination of cultural base and specialized knowledge and skills. Intermediate vocational education refers to such vocational education that carries out intermediate education while the recruiters are all junior middle school graduates or of the same cultural base. Its objective is to cultivate intermediate technological and administrative personnel and intermediate technical workers and so on. The length is 3 or 4 years.
