The task of college students'ideological and political education is like the lifeline among all the tasks in colleges. It is directly connected with the cultivation of talents and the achievement of the educational goal. Therefore, pursuing the effectiveness is the key point of ideological and political education. And the effectiveness evaluation has become the crucial factor in the research field that how to develop the task and test the effectiveness. The present evaluation system lacks the supporting theory and the practical application, so how to improve the system has become the breakthrough of the political education. Only in such way can we make various relations in order and improve the ideological education both in theory and practice. This paper consists of six parts:The first part emphasizes the significance of the theory and practice by explaining the urgency and importance of the effectiveness evaluation. On the basis of above, the first part the present research situation, the research outline, the method and innovation.The second part mainly defines the meaning and the factor on the evaluation research of ideological and political education, and further discusses the goal, standard, principle and function of this evaluation system.The third part concludes the difficulties and the deep reasons in the former evaluation system, and further discusses the choice of better research method. That is to innovate the original system and adopt the analytic hierarchy process(AHP).The fourth part is the key point and the innovation which discusses construction and the applying steps of the new evaluation system.The fifth part is the illustration. On the basis of analysis of the theory, this part introduces the application of the AHP to combine the theory with the practice. By explaining the illustrations, the part offers the disadvantages of the political education and solutions.The sixth part is the conclusion. Two more issues are mentioned:one is to establish the sustainable evaluation system, the other is to establish an open evaluation system.
