In A One-Hundred Year Strategy of a Nation, Education Is The Most Important Basic. In Education Strategy of a Nation, Teacher Is The Most Important Basic. In 2002, the Ministry of Education issued a document specifically made to promote the views of teacher education informationization. In 2004, the Ministry of Education issued the "Educational Technology Competency Standards for Teachers", which further requested to improve the technical capacity of primary and secondary school teachers. Henan province has started the project of improving teacher's literacy in countryside since 2004. According to the party congress on the requirement of Strengthening of teachers Construction and the emphasis improving the quality of rural primary and secondary teachers, the provincial Department of Education decided that the implementation of the new round of the project of improving teacher's literacy in countryside from 2009. The government demanded that the whole teachers in countryside need to get further education within 5 years, Information Technology and Subject Integration are the public compulsory course to each subject. Information technology development and application provide strong technical support for learning. Exploring the using of learning strategies under the Environment of IT is the focus of the current learning strategies.Teacher learning is the need of the times and the education. The development and application of information technology provides strong technical support for teachers learning, but when information technology gets into the rural education, rural primary and secondary school teachers lack of the grasp and application of information technology and lack of the effective use of learning strategies in the information technology environment. This is the reason that their Learning and teaching are not well integrated, so that the workload of teachers was increased. Therefore, the effective use of learning strategies of teachers in the information technology environment is the fundamental guarantee of improving effectiveness and efficiency of teacher learning. The study of using learning strategies in the environment of IT will enhance the overall learning ability of teachers, which has the important practical significance.From the view of using learning strategy about rural primary and secondary teachers and reading plenty of materials at home and abroad, the author makes a research of relevant theory based on of using learning strategy in the environment of IT. Then Through the research of the theoretical basis of learning strategies, information technology environment to learn the characteristics of teachers, Mackeachie's and others'learning strategy classification, and the aspects of information technology ,summed up the learning strategies of teachers of the information technology environment. Through a combination of interviews and a questionnaire survey, find the shortage of using learning strategy in the environment of IT and proposed solutions. Finally, based on interviews with teachers and learning strategies, summarize the measures proposed in this study have practical results. The application of learning strategies has great help for teachers.This study makes thorough and systematic study and discussion by literature research, questionnaires research and interviews research, action research. This thesis has six parts: I, Introduction, clarify the reason for choosing the research content, research Significance, and uses the major research methods. II, Literature review, analyze and sum up existing research, elaborates the studies of teacher learning and rural primary and secondary teacher learning, the studies of learning strategies and the use of learning strategies in the information technology environment. Then the author defines on the information technology environment, rural primary and secondary teachers, teacher learning, learning strategies and other concepts. III, Theory discussion, make a further study of relevant theories of learning strategy on the basis of analyzing its theoretical base,process of learning strategy,and learning strategy using of teachers in information technology environment. IV, Investigation and analysis, take rural primary and secondary teachers in Ruyang County, Henan Province as an example, investigate and analyze the rural primary and secondary teachers' current situation in the information technology learning environment and using learn strategies, in which is provided an important basis for the further research. On this basis, sum up two problems and conduct attribution analysis. V, Propose a solution, according to the basis of the theory and empirical investigation the author has proposed six kinds of measures to improve the level of the teacher using learning strategies, which includes the perspectives of learning environment, learning tools, teachers' personality, teacher's intrinsic motivation, learning strategies and the practice of learning strategies. VI, Conclusions, Summarize and reflect on that teachers use effective learning strategies in the environment of IT, find out its insufficient,and try to offer improved method and the plan of next step.
