Public Pedagogy is the concrete presentation of normal quality. It is a compulsory course for normal students and its aim is to construct normal students how to become a qualified teacher. The basic task of this course is to master educational theory, recognize educational law, direct educational practice and improve teaching quality. It also will help normal students to improve the realization of the importance in educational work and strengthen sense of historical responsibility and sense of urgency as well as cultivate the mind of devotion to educational career.However, in the long term, the current state of Public Pedagogy is not satisfying. The teaching of Public Pedagogy is regarded as the transmission of bored empty theories .There is no use of value in practice, which is out of line with theory. Students as well as teachers show no interest in public pedagogy. Even in some colleges and universities, there is a phenomenon that teachers dislike teaching and students dislike learning. The importance of public pedagogy is ignored by most teachers and students, since the late of 1970`s, case teaching was introduced into our country. It has been developed and widely used in the teaching of management, economy and law etc. courses with its unique glamour. It has incomparable advantages over other teaching modes. Case teaching is a new type of teaching mode in accordance with the concept of reform of new curriculum, which reflects humanism of teaching and structuralism of psychology. The nucleus of case teaching is to cultivate students'abilities of language expression, cooperation, analysis and solving problems.Many experts and scholars try to apply case teaching mode to Public Pedagogy teaching in order to better its current situation. In the process of implementation of case teaching, they combine case teaching with theory effectively and emphasize the teaching law of teachers'leading role and students'orientation role, which makes breakthrough in the traditional pedagogy teaching of teachers oriented, teachers delivering knowledge and students listening and taking notes.This thesis mainly analyses and organizes the existent theory research result and expounds the application of the necessity and possibility of case teaching in Public Pedagogy. Meanwhile, the author will analyze the problems of case teaching in Public Pedagogy and then put forward to some measures.The author explores and practices in the following aspects for higher normal schools'pedagogy case teaching with the basis of pedagogy, psychology, related professional knowledge and teaching experience.The first part is to present the general theory of case teaching, including case and the connotation of case teaching mode, the theoretical basis of public pedagogy case teaching and implementation of the necessity for higher schools'public pedagogy.The second part is to argue the implementation steps, from preparation; process and evaluation assess three aspects to state systematically.The third part and fourth part is to analyze the problems in higher normal schools'Public Pedagogy case teaching. Due to case teaching is a borrowed term; it is in the breakaway phase in the application of educational field. It is inevitable to meet some problems. The thesis makes a try to start form the existent problems and find out some countermeasures of improving teachers'quality of Public Pedagogy reforming the current evaluation assess method and setting up case storages etc.
