The Phenomenology is the most important modern western philosophies, and it has a significant effect on the 20th century western philosophy, including the development of pedagogy and other subjects. The words such as life, context, experience, understanding, dialogue, etc, which frequently used in current educational theory and practice. In the vision of the Phenomenon Pedagogy, higher normal college public pedagogy life not only resumes, but the fundamental mission of higher normal college public pedagogy has also been recognized and claimed.The first part of this paper introduces the main ideas of the phenomenological education of public pedagogy and its important significances. Phenomenological Pedagogy claims returning to things themselves, paying attention to life experience, emphasizing inter-subjectivity, concerning about the life world, and this research Perspective has great significance on the higher normal college public pedagogy, while has the attitude and way of a close to the Problems, approaching the issues of education that exist today in the attitude and way of direct, interactive and life.The second part get the current main problems of public pedagogy of capital normal university, the specific problems in the following aspects:pay attention to education target, lack of humanity meaning concern; Pay attention to academic knowledge infusion, ignore students' life experience; Pay attention to teachers teaching, ignoring the unidirectional monologue exchanges and dialogue between teachers and students; Pay attention to impart the theoretical knowledge, ignoring the cultivation of practical wisdom. In view of the phenomenological education examines this problem, and reflection.The third part tried to get the mainly explore strategies from the following several aspects of public pedagogy:returning to life:attention education theory, also attention life; Experience: attention both knowledge learning and individual life experience; Dialogue teaching:focused on teacher's teaching, also pay attention to the communication and dialogue between teachers and students; Case teaching:attention both professional knowledge learning, and specialized ideological pursuit of generation method in normal public pedagogy ideal state.
