China's "Basic Education Curriculum Physical Education and Health" reform has made a lot of progress since 2001, but with reforms going, there have been some difficult issues, mainly about the questioned new curriculum standards set from physical education theory circles,which is under the guiding ideology --- "Health First". A number of school sports teachers at the grassroots level have emerged at a loss and, to some degree, misread the new curriculum standards. There's also a downward trend in physical fitness of students, which objectively determines the need of the deep reform of school physical education study again, and thus to identify the direction and breakthrough of the reform.In this study, we regard the humanistic spirit as the guiding ideology of junior high school physical education, which is also thought as ought- to- be in school sports, and regard "Health First" education as a real probability that exists in the status quo of school sports. By comparing both purposes, contents, and methods, we can find out the achievements and shortcomings of both sides, which contributes to the future junior high school sports teaching reform.This paper sorts out the evolution of school guiding physical education, as well as the process of the historical evolution under the guidance of "Health First" by using literature, data, and logic analysis, and make some research on school physical education under the guidance of human spirit. Studies are following,With time as the axis, the historical guiding ideology of school physical education develops towards the direction of people-centered, and it relates to specific person's own health, well-being and development. With horizontal as axis, to examine school sports in a variety of Visual Field, the trends are to cultivate real people with a culture, stressing about life itself and experience the life. Thus in terms of time as the horizontal axis, or a variety of sight of the vertical axis, they always proves that it's reasonable and scientific to take humanism as the guiding ideology of school physical education."Health first" in the new era is the combination of Mao Zedong's theories, "health first", "physical fitness," and "comprehensive people". And the three theories are progressive. To understand "health first" in the new era, school physical education also should not affect the individual's health. Thus logically, the controversy existing in the "health first" will be explained.As for its object, physical education reform in junior high school should not only pay attention to institutional strengthening, but also to shaping inner world of the students. On its content, the school physical education reform under the guidance of "Health First" is a positive attempt from a single dimension to a multi-dimension, but as for the fourth stage, which is 7-9 grade of junior high school stage, the emphasis on "understanding the value of a variety of sports" have not been given enough. While it just could be the key of the reform of the junior high school physical education. Therefore, on content, junior high school physical education reform should be towards teaching physical education, which is a change from a technical education to cultural education. From methodological level, the new curriculum standards under the guidance of "Health First" focus on the implementation and evaluation of the flexibility of the diversity. Although it lacks a specific project, the requirements at different stages to be met have been very specific. It is not messy, but is commendable improvement. On methodical level, not only knowledge and skills should be taught, but also the pursuit of knowledge and skills should also be paid more attention to.This article puts forward two proposals from the practice and the theory. On the one hand on physical education, teachers are to implement the reform, so building the humanities faculty is an effective way to conduct humane education. On the other hand, not only pay attention to macro, but also to case studies. Case studies should be stressed the need to come from practice, and be promoted on the basis of abstracting into the objective laws.
