The teaching of High school Chinese language's reading in compulsory materials has been in a relatively awkward position for a long time. The class type is generally of high consumption and low efficiency, random disposal, often being overlooked, being neglected, this is an indisputable fact. The focuses of Academia are not enough; many of the first-line Chinese teachers treat it hastily. It can be said that Chinese teaching "little, slow, costing, and poor" is a microcosm. The actual status of Reading's current situation is very incompatible, but their status should be subject to appropriate treatment without any sayings. This paper objectively analyzes a detailed study of the Chinese reading course, studies the context of the New Curriculum in deep, and stick to the idea that only when the teaching of reading carefully sort out ideas and designed a class with an overall structure of a unit can reading class achieve an effective, useful, controllable effect.Full-text is divided into five parts:The first part is introduction. First, the issue discussed in this article. This paper discusses the "Language Teaching reading ideas and design." Reading here has two meanings. First of the current required textbooks is skimming the text; the second is the implementation of class-based classroom teaching. In this paper, the reading class and the traditional teaching of the curricular materials from the reading of the text and the existing text in the skimming are used from synonymous concepts. Second is the current situations of the past and the present. Older generation of writers, scholars, Chinese language educators Ye Shengtao, Zhu Ziqing made fair exposition on the status and roles of reading, which made a worthy of future generations' learning. For a long time, there are three methods of reading lessons. First is class-Reading method, second is reading into extra-curricular classes; the third is into the exercise training sessions on. In recent years, Professor Wang Rongsheng, from the view eye of material's compiling, divided the function of the teaching into fixed text articles, example listed, the sample and pieces and so on. The reading class of functions should be treated differently. When the new curriculum is fully implemented, the methods of reading lesson are also a new look. Third are the research methods, ideas and innovations.This paper is based on a field investigation, literature, discussion methods, and procedures. The thinking of the research is in accordance to the new curriculum standards as a guide, to the PEP (2007 Edition) Required Textbook skimming the text as the studying objective, the actual local students as a starting point, from the perspective of instructional design, to make case planning classroom teaching of reading. Innovation is designed from the operational level, effective, useful, controllable teaching cases.The second part is about high school Chinese language's teaching in the basic pattern model. Mainly from six aspects:first, the new curriculum standards for high school language requirements of the teaching of reading:the overall goal is to cultivate people, cultivate students of Chinese literacy. Secondly, the pattern the reading teaching class of high school. Reading materials on the elections required 31% of the text, the language used in class accounted for the proportion of total lessons more than 20%, status is very important. I Reading Course is a teaching supplement to the intensive reading, intensive reading is a preparation part, while skimming is the application. The two are complementary and inseparable. Reading Course aims to train students in independent reading ability, reading habits and reading strategies, to improve their Chinese language's literacy. Third is the reading teaching's position of Chinese language instructions in high school. This is mainly divided into three levels, first, the teaching of reading is the top priority in language teaching, is fundamental to Chinese language teaching. Second, the Intensive Reading class in language teaching taking up 50-75% of the total is the main force of cultivating students the Chinese literacy. It is the maximum capacity, the most important task, accounting for most lessons and the most energy-wasting for teachers. Finally, skimming in Chinese reading instruction is very important. It's the main battlefield in training students' Ability. The Fourth is the teachers'understanding of the reading course and treatment. There are three main ways for teachers dealing with Reading. First is Reading in class by teaching, the second reading is by self-class, three is into a training on-course. The Fifth is the students understanding and performance to the reading lesson. Great influence on students by teachers, but in general, it is neglected. Mainly there are four types of orientation:passive acceptance with no purpose; tasted without thinking; sitting in the classroom but with no thinking and being helpless, rote learning. Sixth, the results and status of high school teaching Chinese reading. As the compulsory teaching pressing, heavy, teachers also focus on intensive reading lesson preparation; lesson plans are easily copied, and busy for proofing composition. Teaching of reading tends to be Formal, less efficient, less effective. This situation still continues.The third part is the basic requirements of high school Chinese teaching of reading. New Standard requires that the overall goal of secondary schools language teaching should be to comprehensively improve their language literacy for students of life lay the foundation for development and sustainable development. Its main task can be summarized as follows:three kinds of capabilities, five aspects, two main courses. Three capabilities include language proficiency, language appreciation ability, and language inquiry ability. Focus on the five aspects of development means the accumulation of integration, feelings of appreciation, thinking comprehension, application development, innovation and discovery. Study two courses-required courses, focusing on common ground; elective courses, focusing on personality development. Itemized statement, each based on different texts, will be based on unit requirements and the text features of breakdown of different training focus. Emphasis on the students and the new design concept, concern about the student life experience and knowledge basis and have to fully mobilize the enthusiasm of students and initiative in the classroom.The fourth part is basic design of high school teaching Chinese reading. This section is the stressing point of the paper, under the new curriculum standards and student practice, this paper made a text design to the fifth of the 20 compulsory textbooks for teaching skimming; Emphasizes the integrated use of various reading methods, focusing on training students for independent reading, thinking skills, mastering the necessary reading strategies, developing good reading habits and ultimately achieving independent reading requirements, and effectively improving their language literacy.Part VI of the paper is the necessary conclusion. This is to give a stressed added supplement to the paper. Teacher should give due attention and careful designs; pay more attention to the students' active thinking, active participation of the result to have an effective, useful and controllable reading class, which is the crystallization of teachers and students together. Under the new curriculum, teachers should welcome the leading role to the class; do the brave new curriculum classroom practitioner.
