Well-known sociologist Naisbitt said:"The computer will destroy the political pyramid. And with the help of a computer, we can use parallel way to redesign our organization structure." Web2.0 is an up graduation of Internet in its concept and ideas. The mode of Internet operation changed from elite-led, which means from top to bottom, into mass-lad, which means from bottom to top. Changes in universities and development of the Internet have inherent ties. And university is the "higher nervous system" in modern society. Traditional university administration has a center with one dollar that is a simple linear absolute will. The appearance of "Decentralization" network society shake the original center of one dollar, and impact on the management of university students directly. Related to this, Ministry of Education promoted that colleges and universities should "phase out the actual existence of the executive-level and executive management model" currently, that is, remove the tendency of executive management in school. "Decentralization" network society provides the public with a new public area and interactive platform, the rational use of which could re-unite the people and reduce the tendency of executive management in school.Selecting four colleges and universities in Shanghai as cases, and some colleges and universities as a reference, this thesis investigate the impact of "Decentralization" network society to the administrators and students as well as the features of student administration. I prepared two volume of paper questionnaire for teachers and students. A total of 472 questionnaires were issued, of which 39 questionnaires are for teachers, and 433 ones are for students. Based on the need of research, I interviewed 22 interviews in total, including related executive leaders, faculty, students, instructors and administrators of internet communities. And I visited three universities and participated in the activities of seven official and unofficial online communities personally, which turned into the formation of 14 cases and 33 interviews. Through theoretical analysis and empirical investigation, I try to provide the student administration of universities with a feasible management strategy. The traditional form of student management is hierarchical management. Its advantages are mainly embodied in the ideological unity of student, regulate the behavior of students, guide students to a systematic study, and regular routines and all "order" activities. But the "Decentralization" network society blurred the relationship between students and administrators. Students use the Internet to express their values, to recognize themselves from the virtual communities, and using search engines to break the traditional administration of the "confidential" and so on. The revolution of Web 2.0 enables each individual to become an information source and generator. The Internet changes from a form of elite-led into a grass-roots state. With the gone of the audience and power, the Internet increased the management costs and difficulties, leading to many problems of college student management. From two dimensions of the Internet and traditional student administration, this article found the cause of problems mainly due to the status of the network on the one hand, which means the internet influence the value, the main body and receptor in the public domain. Internet changed the way of social interactions, blurred the relationship between managers and the ones to be led. The nature of "knowledge power" changed the way that students participate in administration. The change of information dissemination reduces the traditional influence of traditional information. On the other hand, the traditional thinking of student administrators and methods can not integrate into the network society eventually which shakes the center of the university administration.Essen David said:"It should be emphasized that the network can either be used to benefit society or be used to harm humans, in fact, decentralization is a deep power to create an unstable situation." Under "Decentralization" network society, the thinking and action of college student management must be rethought. Administrators should recognize, adapt and get use of the impacts of Internet to improve the thinking, method and mechanism of student management in order to change the tendency of "executive" in college students to reach the "Centralization" purposes finally.
