In the middle of the 20th century, the higher education has become accessible to the normal people, facing which, the higher education quality attracts public attention and countries in the world are all passionate about improving the higher education quality and establishing a fair, reasonable, authoritative, transparent and scientific quality assurance system.With a over six-century development, Hungary has already established a multi-leveled and advanced higher education system which is closely connected with the job market. There are prestigious universities and colleges in the country which have nurtured internationally known high-end talents.Faced with the higher education expansion in the early 20th century, Hungary is catching up the other European countries to improve the higher education quality. On one hand, the Hungarian Accreditation Committee (HAC) is established to evaluate and assess universities and colleges in the country, during which the Committee cooperates with the higher education assessment organizations in other European countries and employs the European Standards and Guidelines by the European Association for Quality Assurance in Higher Education to make its own standards for assessment and evaluation. On the other hand, while the European countries are going through higher education reform, Hungary also removes barriers and reforms its high education system by participating the "Bologna Process". In this way, Hungary establishes a binary three-tier system — a system having an undergraduate and postgraduate division, with a bachelor’s degree in the former and a master’s and doctorate in the latter; also, Hungary eliminates the higher education barriers, gears itself to European standards and internationalizes its education system. With the reforms at home and abroad, Hungary has made great progress in improving its higher education quality.While the higher education is popularized and universities and colleges are enrolling more and more students, Chinese higher education, though with a time-honored history, is also now being doubted on its quality. Therefore, China ought to learn from Hungary, take significant measures to improving higher education quality, and think over the six problems existing in its higher education— lacking of regional and international cooperation; lacking of funds; out-dated philosophy of higher education quality; unbalanced function on students and society; lacking of mechanism for cultivating innovative talents; inappropriate self-positioning of universities and colleges. To solve these problems, China ought to change its philosophy of higher education quality and establish a third-party organization to evaluate and assess the higher education quality; meanwhile, China needs to optimize its internal higher education quality assurance system while guaranteeing the operating of both internal and external quality assurance systems by improving applicable laws and regulations.
