Since we entered the 21st century, with the development of economy, people's living conditions have been improved rapidly, meanwhile the requirements for the quality of education are growing alot. The secondary school part is concerned more by the society for its importance of entering a high school. The professional ethics and teaching way of the secondary school teachers is focused by the student parents and the whole society. They are expecting for a higher level of the teachers'professional ethics. For various reasons, there are still problems about the secondary school teachers'professional ethics unsuitable to the situation of society, which are bad to the secondary school teachers'reputation and the whole education fields. According to the demands'of Scientific Outlook on Development, studying the construction and management of secondary school teachers'professional ethics, observing the problems carefully to find out the real causes, and solve the problems as soon as possilble, which would be a significant step for the processing of teachers'professionalization and the students growth in an all-around way.The construction and management of the elementary and secondary school teachers'professional ethics are always been paid a lot of attention by the Party and the government. In the recent years, some regulations is coming, such as"Advices On strengthening The Construction Of Elementary School And Secondary School Teachers'Professional Ethics"(2000),"Standard of Elementary school and Secondary school teachers'professional ethics"(2008). The educational administries on each level have been working on it constantly and have brought some notable results. In fact there are still some problems in the cnstruction and management, which are universal and aroused wide concern. If we do not try our best to solve the problems, it will surely influence the total educational quality, and decrease the value of teachers. This paper consists of three parts. Part I: relative concepts and analysis of theory; Part II: Main problems and analysis of the causes of the construction and management; Part III: The policy of strengthening the construction and management of secondary school teachers'professional ethics.Part I includes three aspects: Analyzing the sense of teachers'professional ethics. Teachers'professional ethics means the relatively confirmed moral views , normal behaviours and moral qualities formed in the teaching activities which teachers engage in, it's the standard behaviour between teachers and others, teachers and the collective, teachers and the society, and it's the basic demand to teachers from certain society or the highest class of social management. Teachers'professional ethics'main use is to adjust the relationship between teachers and teachers, teachers and students, teachers and parents, teachers and the school, teachers and the society, and it's the standard behaviours which are used in the activities teachers engage in, it embodies the fundamental interests of the great masses, it plays an important part in the courses of imparting knowledge and educating people, developing students'sentiment, and promoting the construction of the social spiritual civilization ;it also statements the particularity of the secondary school teachers'professional ethics. The secondary school not only have to undertake the task of firming the knowledge and skills as fundamental education, but also have the task of supplying talents to the high schools, so it calls a higher demand to the secondary school teachers'professional ethics; it also statements contents of the management of the secondary school teachers'professional ethics. This paper tries to do a study about the construction of the secondary school teachers'ethics and the theories of management, it also talks over the problems, causes, solution ways from the views of management and provides the related basis for establishing the standard of the construction and management of the secondary school teachers'professional ethics.Part II is mainly about seeking out the problems exist in the construction and management of secondary school teachers'professional ethics, analyzing the causes of the problems. The main problems exist in the construction of the professional ethics: the ideology of concerning our country and devotion of educational enterprise is not firm; the dedication and the sense of responsibility is not obvious, some of the secondary school teachers'personal values distort, these problems not only brought shame on the overall image of secondary school teachers, but also created a credibility crisis in education; Lack of the active consciousness of being a model of others and normal educational behaviour , discriminate against some students, irony and sarcasm students, and the instances of corporal punishments and that in disguised forms appear occasionally; the atmosphere of teaching according to the laws and carrying out the educational policies and guidelines isn't strong, there exist some instances that against Compulsory Education Law in the education; lack of the awareness of performing the duty honestly and establishing teachers'good figures ,some teachers accept presents and students'parents'invitations to dinner, ask for private demands for themselves of their relatives, teach in home or make remedial lesson for money. The reason is that teachers are under the sense shock following the changes of the society system, psychology pressure caused by the professional fierce competitions, self-identify failure caused by unconscious of the professional ethics, occupation unfitness of comprehensive quality lack and psychological fatigue caused by occupational acedia . The problems that exist in the management of professional ethics are mainly like this: imperfect of the evaluating system, incomplete of the educational system, the evaluating standards are lack of pluralism, the modes of school management need new ways and to be optimized. Study of the management theories not deep enough, educational administration lack of new ways and teachers'self-management not efficient are the main causes.Part III, it tries to find the ways of strengthen the construction and management of secondary school teachers'professional ethics, it mainly involves two aspects of construction and management. Construction: To widely develop education of professional ethics, develop featured activities to increase the experience of professional ethics , make use of incorrect examples to warn others. Management: establish scientific system of moral evaluation, improve the systems of professional ethics management, establish new ideas of school management, rebuild the teachers'consciousness of self-management. Secondary school teachers'ethical standard is one of the most important parts of evaluating schools and teachers, the current problems of professional ethics exist in the group of secondary teachers are main causes of stunting the schools'healthy development. According to the analysis of the existed problems and causes, this paper tries to search out the ways of improving the construction and management of secondary school teachers'ethics, and provide theoretical reference to administrative departments of education and schools for improving their management level.
