This thesis thoroughly analyses various phenomena and reasons about few teachers' ethics flaws and behavior deviations, which have caused bad effect on the development of education and have been taken seriously by the whole society especially the education administrative departments and leaders.Only after exploring the basic reasons can we find the solution. Based on the analyses of few teachers' ethics problems and reasons, the article, which depends on excellent traditions of Chinese teacher's ethics, political education and moral education, deals with the laws of teacher's ethics education and the effective construction system and approaches to perfecting primary and secondary school teachers' professional ethics. So the article is intended to make the teacher's ethics construction conventional, scientific and constant, including four parts.Part Ⅰ: Various current phenomena and reasons of some teachers' ethics flaws and behavior deviations. The summary is as follows: lack of professional dedication and perfunctoriness; Individualism; behavior deviations; infringement the students' human rights, etc.Part Ⅱ: The reasons for some teachers' ethics flaws. Facing the social reality under new situation especially with socialist market economy developing and perfecting, some teachers' ethics are imperfect due to the following basic reasons: the effect of traditional dignity teacher's, low quality, some bad factors from the social environment, some work faults from education administrative departments and schools and so on.Part Ⅲ: Exploration on the rules of teacher's ethics construction. To begin with, teacher's ethics construction needs to carry forward the excellent traditions of Chinese teacher's ethics, such as loving and teaching all the student without discrimination,being insatiable in learning and being tireless in teaching,teaching by personal example worthy of the name of teacher, learning by teaching with open-minded,teaching students according to their aptitude with skill and patience, etc. Besides, teacher's ethics construction should obey the rules of moral education. It includes professional ethics standards construction and professional ethics quality improvement. Considering different moral levels of the teachers, teacher's professional ethics construction should be of different levels, with the purpose of convincing every teacher of his career aim. Meanwhile, the formation of teacher's professional ethics is under some law; therefore the development of teacher's professional ethics should stick to the law of coordination development among cognition,belief,speech,perseverance and behavior, the law of combination between positive education and system restraint, between education and self-education, between Gradation and repeatability repeatedly disposition.Part Ⅳ: The effective system/mechanism of primary and secondary school teachers' professional ethics construction. Teacher's ethics construction is a systematic project. According to the reasons of teacher's ethics flaws and the laws of teacher's ethics construction, this part, in terms of concept, contents, principles, requests, approaches and methods, comprehensively elaborates how to establish effective system for teacher's ethics construction in four aspects -teacher's ethics education mechanism, the evaluation mechanism, the supervision mechanism and the drive mechanism.
