Study On The Crisis System Of University In China

Using foreign crisis theory, taking the administrative management as example, the article took research on crisis system in governmental management. The framework of the article is as below. The article first illuminated the importance of the research. Then the article concluded the achievements of previous research and pointed out its creativity.In chapter two, article concluded the types and characteristics of crisis in university. It also discussed the relationship between the absence of governmental management and crisis in university. The crisis in university is sudden, devastating, diffusible and potential. In certain sense, the absence of governmental management leads to the crisis of university. It represented in three aspects: the poor construction of law and rules, the deficiency of governmental crisis management and imperfect organization system of crisis in university. article introduced 4R theory of crisis management which included Reduction,Readiness,Response,Recovery. The article also introduced popular domestic crisis theory. The 4R provided us unique point of view. The domestic crisis theory provides us theory which catered for Chinese characteristics.In chapter three, article discussed the importance of crisis response system in university. First crisis of university has great social disaster witch affected the routine work of university. Second there are still many problems in university crisis management. That is the main object of this article.In chapter four, article discussed problems in the existing system. Article discussed the relationship between the absence of governmental management and the management crisis in university; the relationship between the social circumstance and the management crisis in university; the university management and the management crisis in university; the character of students and the management crisis in university.In chapter five, article raised crisis system in governmental management. Crisis management of students in university should be a part of governmental system; it should include the following three parts. First the construction of law and rule for the crisis management in university should be constructed. Second the alert and response system for the crisis management in university should be constructed. Third the corporation system for the crisis management in university should be constructed.In chapter six under the pragmatic and theoretical analysis, the article conclude the important contents and got own conclusion. The article suggested that the crisis system of university under government administration should include the following contents. First the law and regulation system should be established. During the establishment the position of the government is very important. Government is the director and university is the object. The function of government is direction and supervision. Government should be on the right position and should not take the palace of others. The direction of government is the principle instruction. The law and regulation system should fit two dimensions. The first is the denotation of regulation system. It should include the crisis law making in the field of national security and journalism. It should also include administrative process in detail. Second is the harmonious unity of law system. There should not be contradictions and conflicts and should be self-remediation. The crisis law and regulation should form a compressive system. Under such system the public crisis administration should be the rule of law. The university administration has its own characteristics. Under the system of law , the law and regulation of university should be made. The law and regulation should include prevention, alarm, crisis response, rescue and remediation. The crisis administration system should also include equipment, staff, education and research. Second the alarm and responding system should be established and perfected. Such a system should at least include information and public opinion. During the communication between government and university the platform information communication net should be established. The joint action system of university should be strengthened. The joint action of so many institutions is beyond the power of the universities. The multiple stereo alarms net should be established. The kernel direction system should be established including the staff officers and direction system. Under current education system university should be a part of governmental management. The crisis administration should strengthen the municipal administration; the education administration system should take the responsibility of direction and instruction. A rapid and effective processes and the government assessment should be established. The university alarm system should be based on the plans in advance. At last the corresponding crisis quality of students should be raised. The quality should first include the idea of law. Second regulations on administration should be established. The corresponding ability should be strengthened by proper gander. There should also be various methods for this kind education.
