The civil service training refers to train all civil servants in a planned and organized way according to the requirements of the civil service, government offices, economic and social development. The aim is to improve the political quality of the civil service, professional standards, job skills and administrative efficiency to adapt to ever-increasing demand for modern society administration. Tt is a critical means to improve the quality and ability of the civil servants, which highly contributes to building a strong government systerm.In the twenty-first century, with the changes and development of national administrative functions , the increasing number of civil servants and the advances of science, technology and knowledge, especially,with accession to the WTO and economic globalizations, China has to confront many changes in the new environment situation at home and abroad in order to rapidly improve the quality and comprehensive development of the civil service. The Communist party of China Central Committee has already put forward a strategic plan :large-scale training and substantial improvement of quality for the civil servants. Because the civil service training is largely stretched, relying on the existing governing systerm can not meet the needs of formal, civil service all-round, high-quality training. Higher learning and training institutions should conform to the trend of society by actively participating in the training of civil servants to fully strengthen and improve the overall quality of civil servants and the civil service training effectiveness.To meet the needs of the plan, China has initially inovate many party schools, Schools of Administration and Leadership Academies as the main channels. Additionally,colleges and universities, research institutes and training institutions have also paid an important role to the civil service training as supplements. Anyway,these actions proves that the civil service training has made considerable development.At present, colleges and universities have taken active measures to participate in the civil service training, especially for civil servants to update their knowledge and specialized training skills in a practical way. However, colleges and universities involved in the civil service training has still been existing many issues in training management, curriculums arrangement, training tools, and many other fields. This paper lies in the analysis and research to reveal the main issues in the civil service training and try to explore better co-operation for colleges and universities involved which strives to identify the main problems in the civil service training process, and find approaches to settle them. In this way, universities participating in the training of civil servants will develop into the scientific system with Chinese characteristics. To some extent, the civil servants are able to continuously enhance the civil service, awareness and level of administration through training according to law and administrative actions. As a good result, it also canpromises an optimistic future which can build a Chinese governing personnel system to provide diligent, pragmatic, honest and efficient service.The article is divided into five parts:The first part briefly describes the theoretical basis and definition of the civil service training, including characteristics and concept of the civil service training. The second part presents the profile and enlightment of the civil service training at home and abroad. It shows us present situation of the civil service training in the western developed countries,and how to learn and apply these succeeful stories to the civil service training in China.The third part discusses the advantages of universities involved in the civil service training, the position and function of the civil service training. And the universities should make full use of its educational resources for the civil service training , social advantages of training resources and its objectives, market, flexibility, diversity of features, and carry out the training of the main professional knowledge and skills to create a new model of civil service training.The fourth part reveals the Chinese higher education institutions working in the civil service training administration, curriculum designing, and training tools problems with regard to the status of the civil service training analysis and research points mainly followed as : (1) inadequate understanding of the importance of civil servnant training (2) poorly communication between departments and training organizations (3) training programs lack of specificity; (4) lack of diversity in training methods; (5) lack of proper management training management system.The fifth part tries to analize the questions mentioned above to explore and improve the civil servnant training Chinese colleges and universities involved. In reality, the improved civil service training will create specific measures: (1) update training concept; (2) acquire demand-oriented selections of training and make training more focused; (3) adopt flexible training approaches; ( 4) strengthen management and ensure the training effectiveness; (5) further strengthen MPA education.
