The function of social service have in foreign counties.China,from the1980s, began the research universities to serve the society. After30years of development, our society has undergone tremendous changes, modern universities have sprung up. Substantial increase in national quality, rapid economic development, the university has become a irreplaceable part of social development process.Colleges and universities as outstanding talent and knowledge renewal and innovation to the gathering, determines that it is serving the society through the talent and technology to achieve both. In2005, Premier WenJiabao visiting famous physicist Qian, when Qian issued "why China could not cultivate outstanding talents", this is the famous "Qian of the question", and also our country training problems, the bottleneck of the development of colleges and universities. Researches through the data collection, the universities'social service operation mechanism of higher education, draw lessons from the successful experience of the developed country, and propose to explore the social problems encountered in the process. Design of the questionnaire related to the text were selected in Hunan, Hunan Agricultural University, Hunan Radio and Television University and Capital University of Economics and Business and Beijing Institute of Technology in Beijing four universities teachers and administrative staff and postgraduate students to implement the questionnaire.
