According to "Guidance to Ministry of Education on Actively Promoting English Language Courses in Primary Schools" requirements, rural primary schools from the autumn of 2002 have gradually set up English courses. However, the serious shortage of full time English teachers in rural primary schools means that they do not meet the commencement requirements.The author takes the partial English teachers in rural primary schools in Jilin Province as the research group, through interviews with headmaster and teachers groups and questionnaires to learn about the primary school English teachers in rural areas of Jilin Province, finding out the problem is the basic situation of "shortage". In the report, the author analysis this problem, and take out advice on improvement.Through statistics the number of full-time English teachers in rural primary schools (including the number of small village full-time English teachers); the number of English teachers who have received professional English education; the number of key teachers. Finding out the number of full-time English teacher shortages. Showing the impact of the shortage of English teachers. Analyzing three main reasons: 1.The standard configuration of English teachers in rural primary schools. 2. Channels for teaching in rural areas are blocked.3.The lack of mechanism for returning unqualified staff.For the shortage of rural primary school English teachers, this paper from the point of "shortage", introduce the present status, show the impact and analyze the reasons. In the suggestion, aim to the establishment of mechanisms for primary school English teachers' addition, propose a creative idea to establish "threshold" type for education support system. This can make a strong foundation for implementation of compulsory education teachers' rotational system in the future. The proposal envisages many imperfections, but to solve shortage of rural primary school English teachers, can serve as an attempt.This paper is divided into six parts:First part outlines the background of this study, topics of significance, and research methodologies.Second part, provides the overview of the rural primary school English teacher shortage problem.Third part, describes the study of the problem about "shortage" of the primary school English teachers in rural areas of Jilin Province.Forth part, describes the affections which comes with rural primary school English teacher "shortage" problem.Fifth part, analyzes the causes of rural primary school English teacher shortages.Sixth part, sets out advice to solve the"shortage problem"of primary school English teacher in rural area.
