The university is obligated to bring up the qualified builders and successors for the socialist modernization drive, as well as to cultivate and deliver excellent students for the higher level education. In order to improve the quality of higher education and to build the first-rank universities, the key is to build a rank of teachers with high qualification and specialization. College foreign language course is one of the compulsory courses for senior and junior students in university, which is closely related with the their major learning,the further study and their career choice etc. College foreign language course as one of the compulsory courses play a positive role in pushing ahead with education for all-round development, speeding up the personnel training and cultivation, and acquiring the up-to-date research results and the latest trend of one scientific field in the other countries or regions all over the world. It can be seen that in order to achieve its teaching goal we have to build a rank of college foreign language teachers with higher academic level and teaching competence, which may satisfy what the college foreign teaching requires. Objectively speaking, with the support of our country and autonomous regional government for more than fifty years, college foreign language education in Hohhot has obtained great achievement, and the building of the ranks of college foreign language teachers goes well and makes great progress, while to balance the actual needs of the college foreign language courses and to reach the governmental documents'requirements of the quality and quantity of the teachers, the present situation of the teachers have a long way to go. This paper is right to begin with the present situation, to have research with pointed reference on the relevant problems raised from building of college foreign language teachers'rank in Hohhot. This paper is consisted of four parts. The first part is introduction, which elaborates the research status and significance, as well as the approach and methodology of the theory basis. The second part is to exemplify the present situation of the teacher ranks in university by analyzing and investigating four universities in Hohhot. The third part is to discuss the status and reason of college foreign language teachers'rank from the point of view of the basic information, investigation conclusion and reason analysis. In the fourth part, this paper proposes the general strategy and thought in strengthening the building the ranks of college foreign language teachers from the following five aspects: the recommendation of outstanding teachers, teachers'further education, training and cultivation of young teachers, enhancing the building of campus culture, and the establishing or improving of encouragement mechanism and distribution system.
