Currently,China is in the process of strategic transformation,from a large population shift to the power of human resources.Through the massive high quality of higher education,cultivating a large number of high-quality new workforce become the important path to achieve the strategic goal of choice.Today is a competitive era,in the final analysis,competition for talent is the main competition between the international competition,and domestic competition about various professions domain.In Higher Education,senior teachers undertake the task of training senior specialized talents in colleges so senior teachers' comprehensive quality and ability directly influences the level of the national realization of the goal of well-off society,implementing the strategy of reinvigorating China through human resource development tasks.In this paper,the paper analyzes the development status of personnel in Inner Mongolia financial university,and puts forward the implementation and safeguard measures of Inner Mongolia finance university talents development strategy based on the analysis of documents,SWOT analysis and system analysis.This paper is divided into five parts.The first part: introduction.The research background,significance and purpose of this paper is introduced,and the research framework of this paper is put forward.The second part: the relevant theory overview.This paper introduces the relevant theories of human resource development,including the theory of human resources,the development strategy and the theory of higher education.The third part: the analysis of the data and structure of the talent team of Inner Mongolia Finance University,and the situation of the talent team in the University of the Inner Mongolia Autonomous Region and the district.Analysis of the internal conditions and external environment of the talent development of Inner Mongolia finance and economics university.From three aspects,such as subject construction,construction goal,management mechanism,etc.,the external environment is analyzed from four aspects: policy,economic,social and technical factors.Although Inner Mongolia Finance University has made some achievements in the work of talents construction,there are still many problems in the aspects of talent resources shortage,talent team structure to be optimized,high level talents and platform scarcity,youth teacher professional development and life support,teachers academic ethics how to stick to and so on.The fourth part: the strategic choice of talent development in Inner Mongolia finance and economics university,through the SWOT analysis of the internal advantages,weaknesses,external opportunities and threats analysis of the talent development of Inner Mongolia University of Finance and economics,the overall strategy and the functional strategy of the development of Inner Mongolia University of Finance and economics.The fifth part: the implementation and safeguard measures of the talent development strategy of Inner Mongolia finance and economics university.From the construction of scientific and reasonable organization structure,the formation of a good environment for the development of talents,the establishment of an effective incentive mechanism,the formation of a flexible talent management mechanism,the establishment of efficient personnel development fund security system,etc.
